      <title>Thoughts on the Season</title>
      <description>&lt;p&gt;Hello K.P.O.A. members.&lt;/p&gt;

&lt;p&gt;As I was driving all over for the Thanksgiving Holiday it was made abundantly clear we are no longer in the summer season. The trees are bare, the leaves are on the ground (and in our garages), and that bitter north wind is blowing down our collars. It only means a few things… It is hunting season, the Holidays are upon us, and it’s time for chili with a cinnamon roll!&amp;nbsp;&lt;/p&gt;

&lt;p&gt;I truly hope you and yours had a blessed Thanksgiving and I hope you took time to reflect on what matters in this life. All too often we get caught up in the day-to-day hustle. This time of year, officers are picking up all the overtime they can, trying to budget those OT hours to get a few more items knocked off the Christmas list, and then trying to shore up any financial shortcomings before the year ends. It can be so stressful, and it takes away from the joy.&lt;/p&gt;

&lt;p&gt;In the shifting of the seasons, we often find it easy to fall into a depressive state. It’s colder, the dark creeps in a little earlier, and it seems like all we do is work. A lot of times we can fight this feeling by staying positive and staying active. Go hangout with friends at the bowling alley or hit up the most recent movie. Hit the gym a little harder or invest a little more time in your hobbies. The key is to stay active and stay positive. If you find yourself falling into some kind of feeling, reach out. Call your friends or family. I promise you; you are not alone!&lt;/p&gt;

&lt;p&gt;I want to encourage all of you to slow down for a moment this year. Take in what it really means to have a family and someone to love. To be honest, I couldn’t tell you what the last Christmas gift I received was. What I can tell you is the family and I had a great time playing board games, eating snacks, and just getting back to the basics. Those are the memories we cherish. Make memories the priority of this holiday season, not gifts, and I think everyone may be just a little better for it.&lt;/p&gt;

&lt;p&gt;While we are preparing for the Holidays, let’s not forget the families of our fallen this season. Keep them in your thoughts and prayers. They are loved and dearly missed. Let us also give thanks to God for the survival of our brothers in Osage County and the Highway Patrol. We continue to pray for a speedy and healthy recovery.&lt;/p&gt;

      <title>Election Tuesday / KPOA Membership</title>
      <description>&lt;p&gt;Good Morining K.P.O.A.,&lt;/p&gt;

&lt;p&gt;It is election Tuesday and as I came into work this morning the parking lot was full of voters. It is refreshing to see such a turnout, knowing our democracy is being utilized in selecting our next representatives. No matter what your side of the aisle or if you’re somewhere in between, your vote matters.&lt;/p&gt;

&lt;p&gt;It matters because the people you vote for today are the same people K.P.O.A. will meet with in Topeka. K.P.O.A. is at the forefront of our legislation when it comes to policies that will affect public safety, law enforcement, and the future of our state. K.P.O.A. has over 3,000 members behind it. That is a lot of voices when we show up in Topeka. That gets multiplied when we partner with the Kansas Sheriff’s Association, Kansas Association of Chiefs of Police, the K.B.I. and the Highway Patrol. I can’t mention all of that and not talk about the hard work our lobbyist, Ed Klump, does for us in Topeka. Ed’s emails and breakdown of what is going on in the capital to keep our officers in the know and allow them to do their jobs more effectively. Thank you, Ed!&lt;/p&gt;

&lt;p&gt;As we discuss voting, the future of our nation, the State of Kansas, and your career, we ask that you reach out to those who are not members of K.P.O.A. Let them know what this organization is about and that their membership of our association matters. It’s not about the $30.00. It’s about being counted when we have to step up. It’s about solid and effective training being brought to your area virtually for free. It is about having a network of professionals you can count on. We offer an accidental death and dismemberment insurance policy for you, scholarship opportunities for your children, and even some financial incentives through the National Police Federal Credit Union. We are more than “just another association”, we are a broad network working for you and your family.&lt;/p&gt;

      <title>Care After the Wound</title>
      <description>&lt;p&gt;I first want to thank you for your confidence in me and allowing me to lead such an amazing organization. Several years ago, when I raised my hand to be Governor for District 7 (because Amy Osburn threw an elbow in my ribs while the current governor was looking at me), I never thought it would go this far. That Governor position turned into Sergeant at Arms, to V.P. to where I am today as President. I am forever grateful to those who taught me and mentored me through that process.&lt;/p&gt;

&lt;p&gt;I took this office at a time where our foundation was shaken. Where in the state of Kansas we had lost three officers in three months, then September 28th happened, and we ticked up one more with Sgt. Heimann. The death of Sgt. Heimann hit a little closer to home because he worked for the Hays Police Department, the home department of our immediate past president Tim Greenwood and former Sgt. At Arms Phillip Gage. Sgt. Heimann was one of theirs. Just as Sgt. Heimann was one of theirs, Deputy Elijah Ming, Officer Hunter Simocic, and Undersheriff Brandon Gaede was one of “theirs” too. They were friends, family, classmates, and acquaintances to members of this association. The first letter I wrote in K.P.O.A. letterhead was to a widow and her children. That is heavy.&lt;/p&gt;

&lt;p&gt;Every time we lose an officer it causes a wound in us. It causes a shockwave to ripple through our profession, our career, and our personal lives. We carry that weight as we proceed through the next months. We carry it on the traffic stops, the domestic calls, death scenes. There’s that ten-mile stare through our windshield as we sit parked thinking over how close the last call was. There is the irritability when we get home because we think “Nobody understands”. It is heavy and it all adds up.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;As anything in life, it’s what we do after something happens that matters. I want you to ask yourself something. “Am I hanging onto the things that are heavy?” “Am I carrying things that aren’t meant for me?” If the answer is yes (for most of us it is) then I want you to focus on the next thing….. What am I doing about it? Self-care is the most important thing you can do to ensure the darkness of this profession doesn’t win and to help ensure you have a solid, healthy career. To some it looks like an afternoon wetting a line, maybe sitting in the tree stand on a nice fall afternoon, hitting up the local yoga joint and getting a good relaxing stretch, a run, a hard session at the gym, healthy chaos (paintball or other combat sports), or finding a solid therapist who “gets it”. Those are all great things, and I want to encourage you to stay the course! Don’t lose yourself in the dark moments of this career. You are so much more than a badge. You are a father, mother, friend, and we need you here.&lt;/p&gt;

&lt;p&gt;If you are struggling with things, struggling with the concept of self-care, or just need some resources, please reach out to me. We have a great network of people in this organization, and we can get you the tools to help. Understand, it is ok to not be ok. It is ok to ask for help. K.P.O.A. is here to help, just reach out.&lt;/p&gt;

&lt;p&gt;I know this first letter from the President is a little heavy, but I feel it is necessary with the events that have taken place recently. As you can see, I am heavy on self-care and mental health. It is because I have been there. I had brothers who jumped in the trench and showed me the way out. Now I know the way out. Just ask. &lt;p&gt;Enough with the heavy!!! There is a lot of work to do in this next legislative session. Let’s go forth with our mission and do what we do to preserve our profession and keep Kansas an amazing place to live. Keep an eye on your emails for updates and things we are working on.&lt;/p&gt;

      <title>"Getting Back to Normal"</title>
      <description>&lt;p&gt;Dear Members,&lt;/p&gt;

&lt;p&gt;The Monday after the 4th is regularly a day for most of us to take a breath and mentally “get back to normal” after a busy holiday week.&amp;nbsp; The week of the 4th typically brings overtime shifts and unusual calls.&amp;nbsp; You may get to sprinkle in a little family time, but it is always a chaotic time for cops.&amp;nbsp; Last week was even more so with the loss of Deputy Brandon Gaede of the Phillips County Sheriff Department.&amp;nbsp; I can’t help but think about Brandon’s family this morning and wish I could do more for them.&amp;nbsp; We would be remiss as an organization if we didn’t give pause and acknowledge the sacrifice Brandon made.&amp;nbsp; He will be missed.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;I am also very proud to be a cop today.&amp;nbsp; The way our communities rallied to support the Gaede family and ultimately honor him was impressive.&amp;nbsp; He would have been proud of the way we came together for him and his family.&amp;nbsp; I’m also keenly aware of other communities dealing with loss and tragedy.&amp;nbsp; I know as professionals we are all doing our part to help our citizens in every way we can.&amp;nbsp; I truly hope those officers affected also take some time to reset and recharge.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;As President, I want to thank Life Member Mike Yoder and his team at Trigger Guard for the work they have done in preparing for the upcoming &lt;a href="https://www.kpoa.org/event-6184225"&gt;KPOA Firearms Competition&lt;/a&gt; on July 19th.&amp;nbsp; Please plan a trip to Wellington for some camaraderie and trigger time.&amp;nbsp; We also have the executive board working hard to put together a &lt;a href="https://www.kpoa.org/event-5941501"&gt;fall conference&lt;/a&gt; that will stand out from others.&amp;nbsp; It kicks off with a &lt;a href="https://www.kpoa.org/event-6252664"&gt;Golf Tournament&lt;/a&gt; on September 7th followed by three days of quality training and networking opportunities.&amp;nbsp; Make sure you get yourself and a new officer registered soon.&lt;/p&gt;

&lt;p&gt;Lastly, I want to remind everyone about the upcoming elections for District Governor, in which all members are eligible, and for the executive board, in which current and past governors are eligible.&amp;nbsp; Letters of interest for the executive board are due by September 1, and elections will be held at the conference on September 9th.&amp;nbsp; This being my fifth year on the executive board, I will not be running again for President.&amp;nbsp; I truly appreciate the KPOA and have enjoyed my time serving you.&amp;nbsp; I just need to scale back my involvement due to professional commitments.&lt;/p&gt;

      <title>2025 Legislative Session and other Items of Interest</title>
      <description>&lt;p&gt;As KPOA is heading into the busy season. I want to update you on some things we have been working on to support Kansas Law Enforcement.&amp;nbsp; We have engaged in talks and correspondence with Ed Klump, our association's lobbyist about several bills and proposals that will need our support or opposition.&amp;nbsp; We’ve already weighed in on proposals like mandatory towing of vehicles for registration violations, and to mandate training of dispatchers in T-CPR.&amp;nbsp; We rely heavily on Ed’s guidance and the input we receive from you to take the proper stand for Kansas Law Enforcement.&amp;nbsp; We have also worked closely with the Kansas Association of Chiefs of Police, the Kansas Sheriff Association, Kansas COPS, state agencies, and others to create or organize a foundation to provide services and support for agencies and families of fallen officers similar to the&amp;nbsp;&lt;a href="https://cofallenhero.org/"&gt;Colorado Fallen Hero Foundation&lt;/a&gt;.&amp;nbsp; Stay tuned for more information about this effort.&lt;/p&gt;

&lt;p&gt;Members of the executive committee of the KPOA recently met and trained several&amp;nbsp;&lt;a href="https://kpoa.org/governors"&gt;District Governors&lt;/a&gt;&amp;nbsp;on their responsibilities and the benefits of the KPOA.&amp;nbsp; Please reach out to them with questions, ideas, or concerns.&amp;nbsp; Our Governors are a great group dedicated to improving Kansas Law Enforcement.&amp;nbsp; Additionally, we are actively vetting training for our&amp;nbsp;&lt;a href="https://kpoa.org/event-5941501"&gt;Fall Conference&lt;/a&gt;&amp;nbsp;in September and are excited about the potential line-up.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Next week we will provide more information about the training conference and legislative matters, including continued discussions with legislatures to provide a Cost of Living Adjustment (COLA) for KPERS retirees and modifications to or replacement of KPERS III.&amp;nbsp; We will meet with Legislators at the&amp;nbsp;&lt;a href="https://kpoa.org/event-6010313"&gt;Legislative Conference&lt;/a&gt;&amp;nbsp;in Topeka on January 28th.&amp;nbsp; Please make arrangements to attend, and I hope to see you there.&lt;/p&gt;

      <title>New President Welcome</title>
      <description>&lt;p&gt;Good morning,&lt;/p&gt;

&lt;p&gt;I hope you all enjoyed the conference as much as I did.&amp;nbsp; The executive board did an excellent job with Amy Osburn at the helm in delivering quality training and excellent opportunities to network at the annual conference.&amp;nbsp; As we work our way through the feedback we received from the other attendees, we are finding most are of the same opinion.&amp;nbsp; We will use this feedback to bring the 2025 KPOA Conference back to the same location, and I’m confident it will be just as good if not better than this year’s.&amp;nbsp; So, I encourage you to start planning now on returning.&amp;nbsp; We also ask that you bring a new face to the conference.&amp;nbsp; Not only is it a great opportunity for inexpensive, quality training, but it is the relationships developed at these events that help many of us navigate our careers.&amp;nbsp; Keep the tradition going by introducing someone new to the KPOA.&lt;/p&gt;

&lt;p&gt;As the new President, I want to assure you that the executive board will also continue to represent our profession in the KS Legislature.&amp;nbsp; Chief Ed Klump (Ret.) does an excellent job speaking on our behalf and keeping us informed about new legislation.&amp;nbsp; The executive board also continues to work together to provide testimony whenever needed.&amp;nbsp; We are always looking for assistance with this.&amp;nbsp; If you enjoy public speaking and/or have a current topic you are passionate about, please reach out to us.&amp;nbsp; We would love the extra help.&lt;/p&gt;

&lt;p&gt;Currently, our KPOA Administrator, Jeff Piper is on a much-needed vacation.&amp;nbsp; When he returns, I will meet with him, and we will work through the District Governorships.&amp;nbsp; Many districts are set, but there are still a few with some uncertainty.&amp;nbsp; We will shore those up, and as promised, I will call those affected by any modifications.&amp;nbsp; If you are interested in being a district governor, please email me; there are still some areas that need representation.&lt;/p&gt;

&lt;p&gt;Lastly, I ask that you to continue to support the KPOA.&amp;nbsp; Encourage your department head to buy memberships for your entire department and thank him or her if they already do.&amp;nbsp; Talk with the new officer just starting out and explain the benefits of membership.&amp;nbsp; The KPOA has been around since 1916 and has over 3,200 members.&amp;nbsp; We’ve weathered countless changes and challenges, and we continue to be an organization of professionals solving problems together.&amp;nbsp; Whether this is your first year in law enforcement, or your 45th, you have something to contribute, and we want to hear from you.&amp;nbsp; That is how we get better.&lt;/p&gt;

      <title>Golf Tournament/Shooting Competition/Conference</title>
      <description>&lt;p&gt;This year's conference planning is underway. The exact schedule will be posted soon but it will be great!&amp;nbsp;&lt;/p&gt;

&lt;p&gt;In addition to the conference, we are having a golf tournament and the yearly shooting competition&amp;nbsp;on Sunday, Sept. 8th to coincide with the conference. If you play golf or shoot, please feel free to join us with a team. If you don't do either but want to help in any fashion, we will not turn down assistance of any type.&lt;/p&gt;

      <description>&lt;P&gt;Welcome to 2024!&lt;/P&gt;

&lt;P&gt;I pray all of you were safe and healthy during this past holiday season. With this crazy weather, please drive safe, and don't forget to warm yourself up as well as everyone around you.&lt;/P&gt;

&lt;P&gt;The first week of January brings the new legislative season. This is an important time for KPOA and involves each and every law enforcement officer in Kansas. Decisions are made in Topeka that directly influence your jobs in many ways. I encourage you to get involved and stay informed. I will be sending out emails periodically with updates and you can also watch hearings online.&lt;/P&gt;

&lt;P&gt;Next week, the three associations (KPOA, KSA, &amp;amp; KACP) will deliver a State of Law Enforcement Address which will then be followed by the Legislative Reception on January 23rd. Please try to attend. It is open to all KPOA members and it is an opportunity to directly interact with your legislative representatives.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Should you have any questions, please feel free to reach out to me at any point.&lt;/P&gt;

      <title>Thanksgiving</title>
      <description>&lt;p&gt;Where where has the year gone. It has only been 2 months since the conference.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;For all of you working during this Thanksgiving weekend, please be safe and warm. It appears there is going to be snow in much of Kansas which will create a lot of extra work for everyone on the streets.&lt;/p&gt;

&lt;p&gt;Many people struggle this time of year. Whether it is the holidays or the extra long periods of darkness, it is our responsibility to watch out and take of each other.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;P&gt;For each KPOA hosted event, all members are free. However, if you want to attend the training and you are not a member, the fee is simply the cost of your membership.&lt;/P&gt;

      <title>Happy Thanksgiving</title>
      <description>&lt;P&gt;I want to take a moment this week and wish all of you a Happy Thanksgiving. Many of us express our thankfulness during this time of year and yet other’s often express their gratitude. So what is the difference between the two? Thankfulness is an emotion of feeling pleased whereas Gratefulness is showing appreciation for something done or received. These are both are key elements in developing resiliency.&lt;/P&gt;

&lt;P&gt;Studies have shown that creating a practice of gratitude can improve your sleep quality, develop emotional regulation, and reduce stress; burnout; and symptoms of PTSD. So how do you develop a gratitude practice? Simple really. Throughout each day, make a conscious effort to name five things you are grateful for. Perhaps you are grateful for the beautiful sunrise you saw while you were on patrol. Maybe you were thanked by a citizen during your shift for something you did. Do not overlook all of the simple things that occur each and every day, even on a really rough day. First responders often see people at their worst but they also see and experience the most amazing moments as well. Do not forget to acknowledge and be grateful for these moments.&lt;/P&gt;

      <title>KPOA Conference 2022</title>
      <description>&lt;p&gt;I wanted to express my sincere gratitude to everyone who attended and supported the 2022 KPOA conference this year in Manhattan.&lt;/p&gt;

&lt;p&gt;I also want to thank the past board who did an exceptional job putting together a conference on "Taking Investigations to the Next Level." Kansas has exceptional law enforcement officers who are clearly professionals that rival those from around the country.&lt;/p&gt;

&lt;p&gt;One of our goals for the 2022 - 2023 year is to increase valuable training across the state.       <title>KPOA CONFERENCE TIME!</title>
      <description>&lt;p&gt;I am very pleased to announce our upcoming conference at the United Wireless Convention Center in Dodge City, KS attached to the Boot Hill Casino.&amp;nbsp; You should have received an email with all the important details on the conference.&amp;nbsp; We are still finalizing our complete agenda with instructors, but will have everything ready to go for our law enforcement on October 26, 2021 at 1:00 pm.&lt;/p&gt;

&lt;p&gt;This year KPOA wanted to change things up by putting a conference together that not only recognizes the wellness or our law enforcement in Kansas, but our wellness for our families as well.&amp;nbsp; Law enforcement is sometimes a thankless job.&amp;nbsp; We see the worst of the worst, deal with unsurmountable stressful situations, loss of life (not only in our daily work, but our brother’s and sister’s in law enforcement), and on really good days get to be the ‘Hero’ to our citizens, family, and significant others we protect.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;There are times law enforcement officers may think about quitting in times of adversity.&amp;nbsp; I along with many others recognize the past year with defunding police, police reform, COVID, loss of loved ones, and other issues law enforcement has been facing throughout the nation, does make things hard for everyone.&amp;nbsp; I offer up a quote:&amp;nbsp; “When you feel like quitting, think about why you started.”&amp;nbsp; I know why I started, I wanted to help people, try and make my community a better place for my children (which most of us did not even have yet) and of course….drive fast cars, get into chases and put the bad guys away!&amp;nbsp; I am very pleased to have the opportunity to work across the State of Kansas with so many outstanding law enforcement that hold integrity, honor, and dedication to the highest standard.&amp;nbsp; I applaud and thank you!&lt;/p&gt;

      <title>Merry Christmas and Happy Holidays as we go into 2021</title>
      <description>&lt;p&gt;This has been a very trying year with unchartered territory as it relates to a still growing public health threat from the Coronavirus all around the world.&amp;nbsp; KPOA fully supports all state and national efforts to slow the spread of COVID-19 whether that is by social-distancing, quarantine vs. self-monitoring, and newly approved vaccines.&amp;nbsp; Law enforcement agencies across Kansas have seen significant changes in how they conduct business and how they go about their daily lives.&amp;nbsp; Our personal and professional lives have and will forever be changed due to the pandemic.&amp;nbsp; I only hope that with the coming of a new year we surpass the difficulties felt in 2020 and engage triumphantly in 2021.&lt;/p&gt;

&lt;p&gt;I would like to reflect on the meaning of each word in “Kansas Peace Officers Association” (KPOA) and what makes this organization so meaningful to me and for our members.&amp;nbsp; Kansas, our State, named after the Kansas River.&amp;nbsp; Peace Officer(s), a civil officer appointed to preserve law and order, to include but not limited to a sheriff, chief, state trooper, or police officer [anyone who has statutory law enforcement powers].&amp;nbsp; Association, a group of people organized for a joint purpose.&amp;nbsp; In 1916, law enforcement had the need to create an Association that serves to promote personal acquaintance and co-operation among all Peace Officers and agencies of Kansas.&amp;nbsp; Law enforcement needed an association to advocate for sound legislation and laws that enhance the safety and welfare of Peace Officers and the public.&amp;nbsp; Law enforcement needed an association to promote the improvement of Police Service(s) and the advancement of the Law Enforcement Profession.&amp;nbsp; Law enforcement needed an association to raise the standard of Law Enforcement Institutions and Officials in the State of Kansas.&amp;nbsp; I believe KPOA has the ability to change outcomes for the betterment of law enforcement in Kansas and support all of our officers in that endeavor.&amp;nbsp; This is why I am proud to be a part of and President of KPOA.&lt;/p&gt;

&lt;p&gt;On October 14, 2020, I took over as the President of KPOA from former President Paul Schliffke.&amp;nbsp; Paul did a great job and I want to personally thank him for his time and commitment with KPOA.&amp;nbsp; Over the last two years, KPOA has made leaps and bounds in a positive direction changing outdated policies, converting over to a digital platform, and getting more involvement from our members.&amp;nbsp; An association is only as good as its members and I believe we have the right members to make a difference.&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;I do not know what we are looking at for a KPOA Conference / Training this year and do not yet know any time frame, but will keep everyone updated as we progress forward in 2021.&amp;nbsp; Let me conclude with one last inspirational bit of prose, sometimes called “The Policeman’s Prayer.”&amp;nbsp; This was authored by retired Thibodaux, La., Police Chief Scott Silverii, PhD at a fallen officer’s funeral:&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;The Final Inspection&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The policeman stood and faced his God.&amp;nbsp; Which must always come to pass.&lt;/p&gt;

&lt;p&gt;He hoped his shoes were shining just as brightly as his brass.&lt;/p&gt;

&lt;p&gt;“Step forward now, policeman.&amp;nbsp; How shall I deal with you?&amp;nbsp; Have you always turned the other cheek?&amp;nbsp; To My church have you been true?”&lt;/p&gt;

&lt;p&gt;The policeman squared his shoulders and said, “No, Lord, I guess I ain’t.&amp;nbsp; Because those of us who carry badges can’t always be a saint.&amp;nbsp; I’ve had to work most Sundays, and at times my talk was rough; and sometimes I’ve been violent, because the streets are awfully tough.&amp;nbsp; But I never took a penny that wasn’t mine to keep…thought I’ve worked a lot of overtime when the bills got just too steep.&amp;nbsp; And I never passed a cry for help, though at times I shook with fear; and sometimes, God forgive me, I’ve wept unmanly tears.&amp;nbsp; I know I don’t deserve a place among the people here.&amp;nbsp; They never wanted me around except to calm their fear.&amp;nbsp; If you’ve a place for me here, Lord, it needn’t be so grand.&amp;nbsp; I never expected or had too much, but if you don’t …I’ll understand.”&lt;/p&gt;

&lt;p&gt;There was silence all around the throne where the saints had often trod.&amp;nbsp; As the policeman waited quietly for the judgment of his God.&lt;/p&gt;

&lt;p&gt;“Step forward now, policeman, you’ve borne you burdens well.&amp;nbsp; Come walk a beat on Heaven’s streets, you’ve done your time in hell.”&lt;/p&gt;

      <title>Short and sweet and thanks</title>
      <description>&lt;p&gt;I started to write this final post several times and even completed a final draft. But nothing read quite right. So, from the heart...&lt;/p&gt;

&lt;p&gt;I want to thank KPOA members for the opportunity to be your President during one of the most challenging times in history to be in law enforcement. Law enforcement professionals deserve to have a voice and having over 3000 members trust me to be that voice is humbling. My late father had a handwritten card posted next to his desk. It read "Work as though everything depends on you and Pray as though everything depends on God." I thought about that note a lot this year.&lt;/p&gt;

&lt;p&gt;I am grateful to the KPOA Chief Executive Officers who will take over within the next day or so. I am grateful to Jeff Piper, our KPOA Administrator who is invaluable to our Association and to&amp;nbsp;Ed Klumpp as our Legislative Liaison&amp;nbsp;who is a great facilitator. I am grateful to Chief Baker and my co-workers at Wamego PD for their support. And I am grateful to my family as well for their support.&lt;/p&gt;

&lt;p&gt;The KPOA continues to be in good hands.&lt;/p&gt;

      <title>KPOA Constitution &amp; Bylaws Proposed Changes and Candidates for Office</title>
      <description>&lt;p&gt;To say 2020 has been a year of changes would be an understatement.&lt;/p&gt;

&lt;p&gt;One of the responsibilities of your Chief Executive Officers and Administrator is to keep the KPOA running as efficiently as possible, and to look at the long-term viability of the Association. With that in mind, I need to share the following information and make a recommendation concerning membership benefits.&lt;/p&gt;

&lt;p&gt;When the KPOA first offered death benefits to members, the federal Public Safety Officers&amp;nbsp;Benefit program for duty related deaths did not exist. As of this writing, the current PSOB&amp;nbsp;benefit is about $365,000. Duty related death and disabilities were related to specific events.&amp;nbsp;&amp;nbsp;Death benefits are paid from the KPOA general fund and KPOA is on track to pay about $10,000&amp;nbsp;in non-duty death benefits this year.&lt;/p&gt;

&lt;p&gt;The COVID Pandemic has affected many parts of our lives, including public safety, as we are on&amp;nbsp;the front lines. COVID can strike healthy people, as well as people who have other health&amp;nbsp;challenges. Fortunately, COVID related duty deaths have been added to the PSOB program.&lt;/p&gt;

&lt;p&gt;Starting in April 2020, KPOA added the benefit of an insurance policy to all members. This&amp;nbsp;policy includes benefits to be paid for accidental death, line of duty death, and felonious assault&amp;nbsp;death, in addition to benefits for injuries. This policy may be reviewed on the&amp;nbsp;&lt;a href="https://kpoa.org/page-18081" title="Membership Benefits"&gt;Membership Benefits&lt;/a&gt;&amp;nbsp;page of the KPOA Website.&lt;/p&gt;

&lt;p&gt;Because of Public Safety Officers Benefit program, because of the KPOA insurance benefits&amp;nbsp;now in place, and because of the financial liability of paying claims directly from KPOA for&amp;nbsp;COVID deaths, I believe the time has come to remove the $500 / $1000 / $2000 death benefit&amp;nbsp;directly from KPOA.&amp;nbsp;&lt;strong&gt;Present members who are retirees and members who retire prior to&amp;nbsp;January 1, 2021, will not be affected by this change. Those members will be&amp;nbsp;“grandfathered.”&lt;/strong&gt;&amp;nbsp;Death benefits will still be paid for certain events, including duty related&amp;nbsp;deaths. The main difference is the benefits will be paid from insurance and not from KPOA.&lt;/p&gt;

&lt;p&gt;Because of an increase in life expectancy, there is also a proposal to change the age of a Senior&amp;nbsp;Life Member to 65 years of age for applicants after January 1, 2021.&lt;/p&gt;

&lt;p&gt;KPOA ByLaws specifically prohibit changes to the Constitution or ByLaws by us as Officers.&amp;nbsp;&amp;nbsp;The changes must be voted upon. While we are still in the process of determining the best way to&amp;nbsp;hold our fall business “meeting,” it is up to you as members to educate yourselves and vote on&amp;nbsp;the proposed changes. The proposed specific changes are&amp;nbsp;&lt;a href="https://kpoa.org/resources/Documents/Proposed_Constitution_Bylaws_Changes_and_Candidates_for_Office_09012020.pdf"&gt;attached&lt;/a&gt;&amp;nbsp;with the present language and proposed new language.&lt;/p&gt;

      <title>Fall Conference Update; Cooperation Among Associations</title>
      <description>&lt;p&gt;KPOA Members:&lt;/p&gt;

&lt;p&gt;I hope this finds you and your families healthy. I have important news to pass along.&lt;/p&gt;

&lt;p&gt;First, as some of you may have already concluded, I have decided to cancel the KPOA 2020 Fall Conference. This was not a simple decision to make. I was looking forward to reconnecting with members, hearing some great presenters, and transferring leadership to our new officers. However, I cannot in good conscience risk the health and safety of our members, their families, and their co-workers and citizens in their communities. Additionally, many agencies across the state, including my agency, have travel restrictions in place. Even had the conference taken place, it is likely there wouldn’t have been enough participants to cover the cost.&lt;/p&gt;

&lt;p&gt;Our revised Constitution and ByLaws allow us to hold an electronic vote and we will make that happen. Remember to notify Administrator Jeff Piper if you are interested in holding office. I will not be exercising the option to run for President for a second term. Please know that I will continue to support KPOA.&lt;/p&gt;

&lt;p&gt;The second thing I want to inform you about is recent actions taken on your behalf. Executive officers from the Kansas Peace Officers’ Association, the Kansas Sheriff’s Association, and the Kansas Association of Chiefs of Police, have been collaborating to ensure our officers have a voice in the efforts to reform law enforcement in Kansas.&lt;/p&gt;

&lt;p&gt;In the spirit of unity and cooperation, leaders from the KPOA, KSA, and KACP communicated and made decisions to positively respond to criticism against law enforcement spreading across our country. Next, with Ed Klumpp as a facilitator, we requested a meeting with the Governor. On July 9, 2020 leadership from the three associations, including Jeff and myself representing KPOA, travelled to Topeka and met with Governor Kelly. We, as a group wanted to respectfully share our concerns that tragic events involving law enforcement in other states don’t necessitate the need for sweeping changes to Kansas law enforcement. Because Wichita Police Chief Gordon Ramsey is the only commissioned law enforcement officer on the governor’s Commission on Racial Equity and Justice, we asked for representation. Unfortunately, that request was not granted. However, Governor Kelly assured us the Commission would listen to concerns of our associations and would utilize us to educate the members.&lt;/p&gt;

&lt;p&gt;Thus began several more weeks of discussion. We agreed on topics (KLETC, KSCPOST, Qualified Immunity, Officer Certification and Decertification, Misconduct Records Privacy, and SRO Roles and Policing in Schools) to present to the Commission if given the opportunity. The cornerstone of our message was to provide examples of how Kansas law enforcement is “ahead of the curve” in comparison to concerns expressed in other states. Ed was contacted by the governor’s office to arrange a “listening session” and on July 29, 2020 five of us, representing the KPOA, KSA, and KACP met, via online video, with members of the Commission. We requested the session be recorded and the link to the video is&amp;nbsp;&lt;span style="background-color: rgb(255, 255, 255);"&gt;&lt;font color="#1C1E21" face="Helvetica, Arial, sans-serif"&gt;https://youtu.be/YSGm9hK7fCQ.&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;We recognize this is the first step in providing input to potential long-term changes in law enforcement in Kansas. This process is going to be a marathon, not a sprint, and our associations are committed to continue to positively represent our profession.&lt;/p&gt;

&lt;p&gt;I am proud of the way our three associations have come together. I am grateful to Ed, Jeff and the leaders of KSA and KACP. I am also grateful to Governor Kelly, her staff, and the members of the Commission for the opportunity to have a say in the future of law enforcement in Kansas.&lt;/p&gt;

      <title>Requiem for a Hero</title>
      <description>&lt;p&gt;Even though law enforcement officers write for a living, sometimes translating emotions into words is difficult. For some situations, written words will never be adequate. But they are the only way to document an event.&lt;/p&gt;

&lt;p&gt;On May 3, 2020, Overland Park Police Officer Mike Mosher was murdered while upholding his commitment to the citizens of Kansas. It wasn’t just a passing, it wasn’t just a death, it was a murder. This at a tremendous cost to Officer Mosher’s wife Corinne, daughter Tyler, his family, friends and fellow officers.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Officer Mosher’s legacy is apparent. In his KACP Gold Award for Valor. In being Officer of the Year for 2019. In serving, during his career, as a School Resource Officer, as a Community Oriented Police Officer, as a member of the Crisis Negotiation Team, as a Field Training Officer, and as the President of the Fraternal Order of Police Kansas Lodge 21. And in the faces of Overland Park’s finest.&lt;/p&gt;

&lt;p&gt;One of the few comforts is the fact because Officer Mosher took the action he did, he may have saved the life of a well-meaning citizen witness by preventing them from following the suspect after the crash. His actions may have saved the life of an officer following up on a hit and run crash.&lt;/p&gt;

&lt;p&gt;Words are insufficient. The best I can offer… To Officer Mosher’s family, friends, and Overland Park Police, God Bless You and know KPOA stands with you.&lt;/p&gt;

      <title>Some thoughts about COVID-19</title>
      <description>&lt;P&gt;KPOA Members,&lt;/P&gt;

&lt;P&gt;As I write this, Kansans have joined others across the globe who are trying to avoid becoming sickened by COVID-19. We, as dedicated law enforcement officers continue to serve the public. It is the norm for us to place ourselves in harm’s way. Figuring out how to do so under these circumstances is uncharted waters.&lt;/P&gt;

&lt;P&gt;Many of us, myself included, prefer in-person contacts and greetings with handshakes. I respectfully remind everyone something we learned early in our careers... if we become part of the problem, we can’t be part of the solution. We certainly don’t want to expose our families to this virus. The information about COVID-19 changes hourly. Be smart and take precautions to keep yourself healthy.&lt;/P&gt;

&lt;P&gt;We should remember this is a stressful time for everyone. It is likely the number of disturbance calls will increase, along with juvenile calls since the schools are closed. Let’s do our jobs professionally and safely while treating others with empathy.&lt;/P&gt;

&lt;P&gt;At this time, the conference is still scheduled for October 13 (business meeting in the afternoon) and October 14 and 15 (training) at the Bluemont Inn in Manhattan. I will not put our members’ health at risk. I reached out to the event coordinator and there is no financial penalty with the Inn for postponing or cancelling the conference. As this continues to unfold I will stay in contact with the executive officers to make the decision that best serves our members.&lt;/P&gt;

      <title>KPOA Legislative Meeting and Joint Legislative Conference Jan 28, 2020</title>

The KPOA meeting will start at 10:00 AM in alcoves 5 and 6. After lunch, there were will a joint meeting starting at 3:30 PM in the same alcoves, and the reception for legislators will start at 5:00 PM in the Grand Ballroom.       <title>2020 Fall Conference; Happy Thanksgiving</title>

      <title>A few words...</title>
      <description>Members of the Kansas Peace Officers’ Association:&lt;br&gt;

&lt;p&gt;I am humbled you elected me to be your President for 2019-2020.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;2019 was a year of changes for KPOA. Sherri Moore provided leadership to Joby Harrison, Darrin Stewart, Jeff Piper and myself, challenging us to look ahead so KPOA could remain a long-term resource and benefit for members. The KPOA web page received a makeover with new software including a members’ area, we reviewed and updated the Constitution and By-Laws, added benefits for members, and encouraged the District Governors to take more ownership and to be more active in the Association. You, as members expressed confidence in the Executive Officers to make these changes by your support at the well-attended business meetings. At the fall business meeting, John Defore was elected Vice-President and Marc McCune was elected Sergeant-At-Arms.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;At the fall conference, we said a well-deserved thank you and so long to dedicated Secretary – Treasurer Al Thimmesch after he decided to retire. Al served the KPOA for 35 years and it is safe to say he was the face of KPOA. Saying goodbye to Al was bittersweet, but as he decided to go to the next chapter of his life, we wished him well. Al’s continued dedication to KPOA showed with his vital assistance to Sherri and Jeff as the Association made the transition from the Secretary – Treasurer position to the Administrator position. Al, there simply isn’t enough space here to express our appreciation to you.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;Looking ahead, I want to take advantage of the capabilities of the KPOA web page to increase communication between members. I would like the web page to be more than a resource to search for job listings. As this is your organization, please plan on seeing and responding to surveys sent so the Executive Officers have input from members. When the KPOA is asked as a group for our stance on a topic, I would like to provide what the members believe, not just what I think the members believe. At the conference, I received suggestions including District Governors having younger officers promote KPOA within their districts, and having activities and possibly presentations for spouses at the 2020 fall conference and future conferences. I appreciate the time members took to speak with me.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;Please know I am grateful to the members who keep their memberships current, and to the agencies who pay for their employees to be members.&lt;br&gt;&lt;/p&gt;

      <title>Labor Day Weekend</title>
      <description>&lt;P&gt;Labor Day usually means Summer is waving good-bye, &amp;nbsp;and Fall is waiting to arrive.&lt;/P&gt;

&lt;P&gt;Labor Day constitutes a yearly, national tribute to the contributions workers &amp;nbsp;and laborers have made to the strength and well-being of our country. Like each of you choose to contribute in protecting and serving the citizens of Kansas in many different law enforcement capacities.&lt;/P&gt;

&lt;P&gt;I hope this Labor Day weekend you will get some extra time off to relax and spend with those who are important in your life.&lt;/P&gt;

      <title>KS Concerns Of Police Survivors (C.O.P.S)</title>
      <description>&lt;P&gt;Monday, I had the opportunity to meet with the KS COPS organization.&amp;nbsp;Also present was AG Schmidt, members from&amp;nbsp;KACP, State FOP representatives , and&amp;nbsp;legislative&amp;nbsp;liaison Ed Klumpp.&lt;/P&gt;

&lt;P&gt;KS COPS is a statewide organization providing programs &amp;amp; services for the surviving families and co-workers of leo killed in the line of duty in KS. They assist in getting&amp;nbsp;families to police week in DC,&amp;nbsp; have peer support groups, and even&amp;nbsp;have camp for children who have unfortunately been exposed to the horrific tragedy of line of duty death of a parent.&lt;/P&gt;

&lt;P&gt;Take a minute to look at their website &lt;A href="http://www.kscops.org"&gt;www.kscops.org&lt;/A&gt;, or their fb page. I challenge each KPOA member to donate their next fancy&amp;nbsp;coffee or lunch out money to this&amp;nbsp;sadly&amp;nbsp;needed wonderful&amp;nbsp;organization.&lt;/P&gt;

      <title>From President Sherri Moore</title>
      <description>&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;The Kansas Peace Officers Association has been a part of the law enforcement community for over 100 years now and I am privileged to be the current president of this worthy organization. The KPOA encompasses all levels of law enforcement including Chiefs, Sheriffs, and street officers, local, state, and federal officers.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;As law enforcement officers, we often face many prejudices and challenges in our daily responsibilities.&amp;nbsp; It is imperative we continue to educate the public, share our challenges and continue to keep our communities safe. At the same time providing services to those who need a counselor, social worker, protector and so many other roles encompassed by law enforcement officers in today’s world.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;The KPOA strives to provide quality training to its members throughout the state to assist with some of these challenges and roles faced daily. The district Governors have been instrumental in assisting with arranging training and for that, I thank you. I hope 2019 will encourage all districts to provide FREE, quality training to KPOA members throughout the state.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;Thank you to all who attended our fall conference in Lawrence. There were fantastic speakers who shared their experience and knowledge, old friends reuniting and new friends being made. A raffle also occurred at the conference raising $2655.00 for the family of Sedgwick County Deputy, Robert Kunze.&amp;nbsp; The generosity of the sisters and brothers in blue is awe-inspiring.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;KPOA continues to provide our members with representation at the legislature with retired Chief, Ed Klumpp. Mr. Klumpp works tirelessly during the legislative session working with Kansas lawmakers on proposed bills that could impact law enforcement.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;KPOA is trying to establish an email data base to better communicate with its almost 3300 members.&amp;nbsp; This will allow us to blast email training information and other information of value in a timely manner.&amp;nbsp; Please make sure KPOA has your CURRENT email information. If you are a member, please login to this site to ensure we have your current e-mail on file.&amp;nbsp; While your logged in, please also verify all of your contact and beneficiary information is current.&amp;nbsp;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Verdana, Arial, Helvetica, sans-serif"&gt;I know you have the choice to belong to other organizations and appreciate you choosing to belong to the KPOA. As your president, I hope to continue to advance and grow this remarkable organization and membership. I cannot do that alone and each member’s active involvement is needed and greatly valued.&lt;/font&gt;&lt;/p&gt;
