KPOA District 6 and KLETC are hosting the course “Somebody’s Watching You:  Navigating Officer Response to the Homeless Community, Panhandlers, First Amendment Auditors and the Media” on May 31, 2023 from 8:00 AM – noon. 

Course Objectives:

Part 1 instructed by Wichita Police Department Homeless Outreach Team (H.O.T.) Officer Nathan Schwiethale

• Learn about unique issues pertaining to the homeless community
• Learn about effective and innovative law enforcement response to the homeless community, camping, and panhandlers
• Understand ACLU litigation regarding municipal response to the homeless community

Part 2  instructed by attorneys Jan Jarman (City of Wichita) and Michelle Meier (CPOST)

• Gain practical knowledge regarding civil litigation surrounding officer response to First Amendment auditors and the media
• Understand the limitations of officer control and scene management to avoid costly constitutional rights violations
