The Chief of Police reports directly to the Mayor, who serves as the Police Commissioner. This role is responsible for enforcing municipal laws, supervising department personnel, and investigating complaints and criminal activity with diligence and discretion. The Chief ensures the integrity of police operations and fosters public trust through professional conduct and transparent practices.
Essential Duties and Responsibilities
- Supervise all officers and personnel within the department.
- Submit case data to the Kansas Bureau of Investigation (KBI).
- Respond to emergency service calls.
- Conduct criminal investigations.
- Review officer case files prior to submission.
- Oversee felony investigations conducted by patrol officers.
- Serve as evidence custodian; maintain accuracy and security of all evidence.
- Manage and oversee court software operations.
- Act as custodian of police records under the Kansas Open Records Act.
- Supervise Municipal Court proceedings.
- Ensure departmental policies are current and followed.
These responsibilities are essential to delivering safe, professional law enforcement services to the citizens of Haven.
Secondary Duties and Responsibilities
- Coordinate and track officers’ continuing education and training hours.
- Schedule officer coverage for school events and activities.
- Approve parade requests and assign officer support.
- Maintain records of all state-mandated training per CPOST requirements.
- Exchange driving records monthly with the Department of Motor Vehicles (DMV).
- Investigate citizen complaints regarding officer conduct.
- Provide coverage during officer absences due to illness or scheduling conflicts.
- Update the Police Blotter with case summaries for public access.
Reporting Responsibilities
- Prepare quarterly Municipal Court reports and submit to the City Clerk for payment processing.
- Copy and submit legally required case documentation to the KBI.
- Review and validate officer reports daily prior to KBI submission.
- Submit DMV records, including suspensions and reinstatements, to the State of Kansas.
Correspondence and Notifications
- Issue late notices for dog tags in February for March court dates.
- Send junk ordinance notices and schedule enforcement actions.
- Coordinate enforcement notices for overgrown vegetation with the City Clerk.
- Issue Notices to Appear for court dates, allowing adequate preparation time for defendants.
Additional Responsibilities
- Serve as Notary Public for court documents.
- Monitor officer conduct in accordance with employee manuals and city policies.
- Oversee court operations and ensure proper courtroom procedures.
- Support officer development through training and mentorship.
- Foster positive relationships between the department and the community to promote courteous, professional law enforcement.

Education
- Minimum: High School Diploma
- Preferred: KLETC Certification
- Preferred: Minimum of five years of law enforcement experience
Language Skills
- Ability to read and interpret documents and correspondence

- Strong verbal communication skills for one-on-one and public interactions
Mathematical Skills
- Proficiency in basic arithmetic and calculations involving rates, ratios, and percentages
Technical Skills
- Competency in word processing, spreadsheets, email, and standard office equipment (copier, fax, calculator)

Physical Demands
The position requires physical stamina and mobility to perform duties outdoors in all weather conditions and potentially hazardous environments. Must be able to lift and move equipment up to 50 pounds, operate a motor vehicle, and communicate effectively in person, via telephone, or radio. Emergency overtime may be required.
