Under the supervision of the Mayor, the chief of police plans and directs the activities of the Police Department. This employee is responsible for the enforcement of laws and ordinances and the protection of life and property in Lyons. The chief of police holds an important administrative post involving immediate responsibility for the development and administration of a complete program of public law enforcement. This position has internal control in the administration of the department and responsibility for the supervision and evaluation of all department personnel. The chief of police will perform patrolling duties as required.  This is an exempt position. 

ESSENTIAL FUNCTIONS:

  • Responsible for serving and protecting the public through the enforcement of all federal, state and local laws and ordinances;

  • Plans, directs, inspects, evaluates and exercises general supervision over the personnel of the entire department;

  • Prepares work schedules for department;

  • Formulates and enforces departmental rules and regulations;

  • Reviews activities and reports of officers, and enforces disciplinary measures when necessary;

  • Directs the investigation of major criminal offenses and cooperates with state and federal officials in the apprehension of wanted individuals;

  • Prepares budget estimates and controls expenditures of all departmental funds;

  • Schedules training for department personnel;

  • Coordinates law enforcement effort with other federal and state law enforcement agencies;

  • Performs general public relations work;

  • Must reside in City of Lyons.

ADDITIONAL EXAMPLES OF WORK:

  • Investigates and intervenes in domestic disputes;

  • Directs traffic and issues citations for traffic law violations;

  • Operates radio transmittal equipment and communicates with dispatchers;

  • Patrols streets of business district and residential neighborhoods;

  • Investigates suspicious conditions and complaints;

  • Searches for, identifies and collects evidence found at crime scenes;

  • Arrests individuals who violate laws and ordinances;

  • Assists Fire/EMS as needed;

  • Education of local schools, businesses, and their employees;

  • Other related duties as deemed necessary or as required.

POSITION REQUIREMENTS:  

More than five years of law enforcement and supervisory experience is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position.

EDUCATION:  

High school diploma or GED required. College degree or some college credit preferred or the equivalent training and experience. Requires graduation from law enforcement training center (K.L.E.T.C. Certification) and 40 hours of continuing education training annually.

TECHNICAL SKILLS:  

Thorough knowledge of law enforcement techniques and procedures, budget preparation and personnel management. Thorough knowledge of all federal, state and local laws and ordinances governing police activities. Ability to operate communications equipment, emergency vehicles and equipment, and other related equipment. Requires a valid Kansas driver’s license.  Maintain proficiency in firearms.

PROBLEM SOLVING:  

Frequent problem solving exists in this position. Problems involve handling employee and citizen concerns and complaints and scheduling duty roster and training of personnel.

DECISION MAKING:  

Frequent decision-making exists in this position. Decisions include determining whether or not to arrest a suspect, as well as, split-minute decisions during crisis situations. Determining probable cause and insuring the rights of suspects are protected.

ACCOUNTABILITY:  

Employee is responsible for the budgetary control of the department throughout the year and participates in the annual departmental budgetary process.  All officers are accountable for their specific actions while on and off duty.

SUPERVISION:  

Limited supervision is provided by the City Administrator, and job related decisions are reviewed through contact with the City Administrator, Mayor, and City Council.  Employee has supervisory and evaluation responsibilities over subordinate personnel.  Employee must have the ability to express or exchange ideas by means of verbal communication and in conveying detailed or important verbal instructions to other workers and the general public.

PERSONAL RELATIONS:  

Continual contact with the other City departments and the general public.

WORKING CONDITIONS:  

Adverse working conditions exist relating to public law enforcement. Hazardous, strenuous and dangerous situations may arise in the apprehension of alleged criminals, interviewing suspects and/or victims under extreme conditions. Adverse weather conditions when patrolling is a factor in this position.

PHYSICAL REQUIREMENTS:  

The ability to pass and maintain all physical requirements and activities of law enforcement training center.
