    This classified, permanent full-time position is located at Cheney State Park, Parks Division; and is directly supervised by the State Park Manager Supervisor II.

    Key Responsibilities:

    • Administers and participates in law enforcement activities in assigned state park areas.
    • Enforces license and permit requirements; detects violations, makes arrests, collects evidence, prepares cases, and testifies.
    • Must be a credible witness in court.
    • Coordinates and conducts property and facility inspections.
    • Develops, coordinates and maintains a public relations program.
    • Represents the department through public speaking, constituent contacts, media contacts, and educational program participation.
    • Plans, assigns, reviews, and schedules work performance of park staff responsible for safety, construction, maintenance, land management, development, permit sales, and public relations, as assigned by supervisor.
    • Prepares and submits budget and cost estimates.
    • Conduct studies and surveys; recommends and participates in training development; and coordinates and actively participates in all aspects of park maintenance.

    Post Offer Conditions:

    • If an applicant is not currently law enforcement certified, our agency will send the successful applicant to the required training as listed below. Applicants do not have to be law enforcement certified to apply.

    Necessary Special Requirements:

    • This class requires the employee to be certified as a law enforcement officer by the Kansas Law Enforcement Training Commission. Certification must be obtained before the employee is given permanent status. The employee must complete a basic law enforcement training program recognized by the Kansas Law Enforcement Training Commission and annual training as required by K.S.A. 74-5607a.
    • This class requires the use of a firearm for law enforcement duties; therefore, to be eligible for appointment to a position in this class, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C.§ 992 (g) (8) and (9).To be eligible for certification in the state of Kansas, one must also be free of any diversions from a felony or misdemeanor domestic violence crime as set forth by the Kansas Law Enforcement Training Act.
    • Candidates for positions in this class must have the following: be a U.S. citizen; be 21 years of age at the time of appointment; free of conviction of any crime punishable by imprisonment in a federal penitentiary or a state prison; and be required to pass a physical exam administered by the hiring agency.
    • This class requires that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services, a pre-employment physical, a psychological examination, and a polygraph is required for admission into the Kansas Law Enforcement Training Center Basic Course.

A unit of The University of Kansas (KU), KLETC serves as the central agency for all law enforcement training in the State of Kansas. KLETC manages a $12 million annual budget, 65 authorized FTE staff (augmented by more than 400 contract/adjunct staff annually), and trains nearly 15,000 students annually in residential, online, and outreach programs.     POSITION OVERVIEW

    The Police Instructor assists in and/or is responsible for the instruction of students in basic, advanced and specialized law enforcement classes, courses and seminars conducted by KLETC. The Police Instructor is responsible for development of curriculum and learning objectives for general police subjects and instruction of basic training and in-service training classes at KLETC and outreach sites across the state.

    • Responsible for the instruction of students in basic, advanced and specialized law enforcement classes, courses, seminars and workshops at KLETC and outreach sites throughout Kansas.
    • Utilizes diverse instructional methodologies based on proven adult learning principles while presenting and incorporating classroom and practical, scenario-based performance outcome training classes;
    • Researches, develops and evaluates practical application training exercises;
    • Researches, develops and instructs advanced training classes and seminars taught to local, state and federal law enforcement officers;
    • Attends advanced training classes, courses, seminars and workshops nationally to stay abreast of the latest information, techniques, methods and strategies of contemporary law enforcement operations related to assigned fields of police instruction;
    • Maintains a general knowledge of all areas of law enforcement to provide assistance to other instructors in the presentation of their assigned areas of instruction;
    • Provides student officers with academic counseling services, student evaluations, participates on curriculum committees and other duties commonly associated with the instructional professional.

    • Responsible for the development of curricula, learning objectives, lesson plans and handout reference material for all certified and authorized basic law enforcement training academy programs in Kansas.
    • Conducts research in assigned fields to stay informed of latest trends, theories, and methodologies;
    • Designs and develops new law enforcement curriculum by creating learning objectives, lesson plans, and other instructional support documents based on research, surveys and job task analysis to be disseminated to all Kansas law enforcement academy programs;
    • Regularly reviews current curriculum to assess and analyze validity;
    • Develops defensible test items and evaluation matrixes to be used for academic and practical application assessment in law enforcement classes and courses;
    • Initiates curriculum content changes based on law statute changes, court decisions or research;

    • Recruits, trains and schedules law enforcement officers from Kansas agencies to assist with practical training;
    • Assists Kansas law enforcement agencies in developing agency training programs;
    • Assists Kansas law enforcement agencies in hiring and promotional interview processes;
    • Provides expert instructional and curriculum development assistance to other Kansas law enforcement academies as needed;
    • Provides reports and recommendations to management staff concerning training equipment, inventory, maintenance, facility, budgetary and personnel needs;
    • Ability to instruct or be trained to instruct firearms; emergency vehicle operation; physical defense tactics; vehicle stops; and practical training in officer survival.

    Position Requirements

    1. Valid Kansas driver’s license or the ability to obtain one within 90 days of hire.

    Required Qualifications

    1. Bachelor’s degree from an institution accredited by the Higher Learning Commission.
    2. Five years of increasingly responsible experience as a full-time, state or federal certified law enforcement officer.
    3. Effective written communications skills as evident in application materials.
    4. Proof of education in the form of official transcript from institution accredited by the Higher Learning Commission.

    Preferred Qualifications

    1. Bachelor’s degree specifically in adult education or an academic discipline related to law enforcement from an institution accredited by the Higher Learning Commission.
    2. Post-bachelor’s degree, or progress toward such degree, in an academic discipline related to adult education or law enforcement from an institution accredited by the Higher Learning Commission.
    3. Ten years or more of full-time experience as a state of Kansas certified law enforcement officer.
    4. Experience in the training, education and/or instruction of adults, as evidenced in application materials.
    5. Experience as a law enforcement instructor in a law enforcement training academy or college setting, as evidenced in application materials.

    POSITION SUMMARY 

    Under the supervision of the Police Sergeant, the Police Officer protects and serves the citizens of  Basehor.     • Maintains (cleans) department equipment and vehicles

    • Performs animal control duties in the absence of the animal control officer

    POSITION REQUIREMENTS

    Experience: Full -time law enforcement experience is preferred. Employee is expected to have  acquired the necessary information and skills to perform the job reasonably well within one year of  employment. KLETC training is required to be obtained or previously certified officers will be accepted. Education: High School Diploma or Equivalent and certification from a recognized Kansas Law  Enforcement Training Center are required. An Associate Degree in Criminal Justice or related degree is  preferred. Continuing education as required annually and a valid Kansas Driver’s License is required. Technical Skills: A thorough knowledge of all federal, state, and local laws and ordinances, CPR and  First Aid, law enforcement techniques, and mathematics is required. This employee must be able to  efficiently operate firearms, patrol vehicles, computers, two-way radios, radar equipment, breath  analysis equipment, and other law enforcement equipment. This employee should possess good public relations, oral and written communication skills. Problem Solving: Problem solving is a factor in this position. This employee encounters problems with  domestic violence, citizen complaints, traffic violations, and criminal investigations. Decision Making: Decision making is a factor in this position. This employee makes decisions about  making arrests, investigating crimes and accidents, and performing daily duties in the safest and most  efficient manner. 

    Supervision: This employee works under the supervision of the Sergeant. This officer has no  supervisory duties. 

    Financial Accountability: This employee will make daily purchases related to operating a police  vehicle while performing duties, such as gasoline. This employee is responsible for safe operation of  departmental equipment, however, does not participate in the annual budget process. Personal Relations: Daily contact with the general public, co-workers, and supervisory personnel is  expected. Occasional contact with other city officials, such as the Mayor, City Administrator, and City  Council. 

    Working Conditions: Adverse working conditions exist within this position. Exposure to hazardous  chemicals, explosives, heights, excessive noise, and all types of weather conditions is expected. This  employee is exposed to an element of risk to personal safety. This employee is exposed to bloodborne  pathogens while investigating crime scenes, seizing and preserving evidence, and assisting ambulance  crews. This position will occasionally come in contact with angry citizens. 

    Physical Requirements: The ability to pass and maintain all physical requirements of the Kansas Law  Enforcement Training Center is recommended (KLETC). 

    Salary: The salary range for this position starts at $60,000.00 annually with consideration of previous  experience and qualifications. The City of Basehor offers a generous benefits package including  retirement contributions, medical, dental, vision, and paid time off (PTO).
