    This position shall lead the Police department towards the mission and values set forth for  the department. Supervising and management of the department staff, budget, and  resolving personnel issues and citizen concerns. The Chief of Police is a Department Head  and receives direction from and reports to the City Administrator with some direction and  guidance from the City Council and Mayor. 

    Primary responsibilities include: 

    • Provides overall supervision, leadership, and direction for the department; ensures  competent performance. Assigns areas of accountability and delegates authority to  subordinate personnel. 
    • Provides professional guidance, training and policy interpretation. Provides guidance in  resolving/improving performance standards. Maintains knowledge of all department  activity.
    • Exercises authority over all department staff including hiring, promotion, transfer,  discipline, and termination of individual employees within established City policies. 
    • Oversees the effective and efficient administration of the Police Department directly,  and through the efforts of subordinate personnel. 
    • Identifies and plans for current and future law enforcement needs through tracking  crime trends, demographic influences, projected community growth, available  resources, and researching other communities’ efforts at maintaining public safety. 
    • Develops and administers immediate and long-range budgets. Ensure the department  operates within the annual budget and directs the annual budget process for the  department. Monitors expenditures and revenues. Forecasts spending, staffing and  revenue levels and recommends equipment purchases. Research, apply for and  administers grants. 
    • Recommends and plans long range goals, objectives, organizational structure and  overall direction for the Department. Monitors, reviews and communicates the  implementation phases of the department's strategic plans to ensure long-range goals  are met. Ensures the programs and objectives of the Department are developed and  maintained in accordance with the objectives of the City Council. 
    • Formulating and advising the City Administrator and City Council regarding department  policies and regulations. 

    Minimum Qualifications 

    The City desires a Police Chief with a combination of education and experience that  adequately equips him/her to effectively execute the responsibilities of the position, lead  department personnel, and contribute to the improvement of the community. A bachelor’s degree from an accredited institution in Police Science, Criminal Justice, Business  Administration, Public Administration or a related field is required. Equivalent courses in  leadership and supervision approved by the city council may be considered in lieu of an  advanced degree. Applicants must have a minimum of ten (10) years of increasing  responsible law enforcement experience, three (3) of which have been in a  command/supervisory capacity. 

    The following are additional requirements for consideration: 

    • State of Kansas Peace Officers Certification, or the ability to obtain it within one (1) year. 
    • A valid Driver’s License.
    • Requirement to establish residency within the City limits of Scott City within six (6) months of employment.  

    Compensation 

    Starting Salary Range: $97,635-$105,685. 

    The City of Scott City offers a competitive benefits package.

    Expected Recruitment Timeline 

    Expected Timeline: Invited applicants will participate in an all-day Assessment Center  sometime between April 21- 25, 2025. The date will be announced as soon as confirmed. 

    Selection Process: Following the Assessment Center, applicants selected as finalists may  also be invited for additional interviews. Applicants will also be subject to a complete  background investigation including their eligibility to provide criminal testimony. A psychological examination, physical exam, and drug testing will be required for the  successful candidate upon a conditional job offer from Scott City.

    Government 

    The City of Scott City has a Governing Body  consisting of the Mayor and eight (8) City  Council members who are elected by the people of the City. The Mayor is elected by the  City at large, and the Council members are elected from each of the four (4) wards of the City, two (2) from each ward. 

    The Mayor and City Council members serve a four-year term. The Governing Body, being the  elected representatives of the people, adopts all ordinances and resolutions and  determines the general goals and policies.

    The Department 

    The mission of the Scott City Police Department is to work with the community to ensure  Scott City is a safe and desirable place to live, work and visit. 

    The Scott City Police Department employs nine (9) full-time sworn law enforcement officers,  K-9, four (4) full-time dispatchers and a Communications Director/Administrative Assistant.

    Oversees all aspects of Juvenile Detention Center (JDC) operations and programs.  Tasks range from developing policies and procedures to interfacing with other local, state, and federal agencies.  Reports to the Sheriff of Wyandotte County.  

    ESSENTIAL DUTIES: 
    •    Oversees the daily operations and strategic planning for the Wyandotte County Juvenile Detention Center.
    •    Authority over all operations, programs, staff, services and contracts of the Department.
    •    Sets goals, visions, and purposes of the Department.
    •    Responsible for organizing, directing and coordinating programs and activities for the Juvenile Detention Center.
    •    Develops and oversees the implementation of JDC policies and procedures to ensure compliance with the licensing requirements of local, states, and federal regulations and in accordance with the American Correctional Association.
    •    Authority and responsibility for hiring and disciplining all staff members in the Department.
    •    Develops and sets the direction of the JDC training curriculum.
    •    Completes personnel performance evaluations.
    •    Prepares and manages the annual department budget and day-to-day operational costs. 
    •    Collaborates with the Sheriff’s fiscal manager regarding the Juvenile Detention Center funding needs
    •    Liaison to Juvenile Court, SRS, KDHE, and other agencies that provide services to juveniles.
    •    Responsible for establishing and formulating goals for the Juvenile Detention Center.  Reviews goals on an annual basis.
    •    Reviews staff reports and prepares statistical and compliance reports.
    •    Oversees contract negotiations with the vendors.
    •    Performs other duties as required.

    Training and Experience (position requirements at entry):

    Preferred master’s degree and or a bachelor’s degree in Sociology, Psychology, Criminal Justice, Corrections, or related field, 21 years of age by date of hire, United Stated Citizen. Preferred experience of five to ten years of administrative experience in Juvenile detention center setting, including at least two years of supervisory responsibilities.  Maintain use of force certification.  Knowledge of Kansas licensing regulations for secure detention centers. Knowledge of American Correctional Association standards for accreditation of detention centers.  Ability to establish rapport with staff members, juvenile residents, other county departments, other local, state and federal agencies and the public.  Experience and ability in managing a multi-million-dollar budget.
    No misdemeanor convictions involving moral character, perjury or false statements as outlined in the Kansas Statutes and no chronic record of misdemeanors, no felony convictions. 
    Each person having contact with juveniles shall demonstrate emotional maturity, sound judgment, and a sound knowledge of the developmental needs of children.

    Must pass a general psychology exam.

    Must be available to respond to urgent needs of the JDC facility outside of normal business hours.

We are a department staffed completely by part-time officers. Our part-time officers work an average of 10 hours a week.     Under general supervision, performs duties related to the enforcement of federal, state and  county laws and ordinances in conjunction with processing and care of County prisoners.

    Essential Duties and Responsibilities: 

    • Processes incoming inmates, to include searches, inventory of personal property,  issuance of jail clothing, photographing, fingerprinting, and completion of the computer  based booking program. 
    • conducts searches of inmates and their clothing 
    • searches for contraband; 
    • prepares and maintains logs and reports 
    • oversees inmates 
    • Maintains security, accountability and control of inmates. 
    • performs periodic shakedowns; 
    • periodically observes and monitors activities and well-being of inmates 
    • inspects mail and personal property; 
    • provides simple basic first aid and CPR 
    • calls for EMS and officer support in emergencies; 
    • serves meals and insures proper feeding of inmates and inmate hygiene

    Qualifications: 

    • High School diploma or equivalent

    • The ability to type/keyboard in order to write reports and enter data into a computer  based inmate database. 
    • The ability to interact in the adult correctional environment effectively and proactively. 
    • The ability to follow the policies, procedures, General Orders and Post orders of the  facility. 
    • The ability to make decisions based upon the facts and circumstances present at the  time of an incident or event and take action based upon the decision made.

    Under supervision, performs duties related to the enforcement of federal, state, and county  laws, protection of life and property, and assisting the public. 

    STARTING PAY: $20.85

    Essential Duties and Responsibilities: 

    • Patrols an assigned area within the County to deter illegal activities, to enforce Federal,  State and County laws, to protect individuals and property 
    • Responds to complaints, crimes, disturbances, accidents and other related situations;
    • Performs missing persons searches; 
    • Communicates with other agencies; 
    • Performs criminal investigations; 
    • Obtains physical and other evidence and statements necessary for reporting facts and  circumstances of incidents, for charging individuals with offenses, and for follow-up  detailed investigations; 
    • Appears in court to offer testimony; 
    • Meets and confers with attorneys on legal questions; 
    • Obtains search warrants and arrest warrants; 
    • Makes arrests of individuals as required; 
    • May transport prisoners to and from courts and institutions; 
    • Prepares and maintains a variety of reports, records and logs necessary to report daily  activities and specific incidents; 
    • May be assigned to serve civil processes and execute warrants; 
    • Utilizes a word processor; observes and controls vehicular traffic and enforces traffic  laws; 
    • Deals with traffic accident situations; 
    • Operates radar and breathalyzer; 
    • Provides counseling to families and individuals in disturbance situations, offers  assistance to citizens and visitors including providing directions and calling for vehicular  roadside assistance; 
    • Conducts talks with individuals and groups on public safety and law enforcement issues;
    • May work at special events representing the Department; 
    • Takes in-service training to attain and maintain State certification; 
    • Performs other duties as assigned. 

    Qualifications: 

    • Working knowledge, or ability to learn, State and Federal statutes and ordinances.
    • Working knowledge of first aid and medical procedures and practices.
    • Working knowledge of County geography and surrounding areas including roads,  streets, landmarks, buildings and similar features. 
    • Some knowledge of the principles and techniques of photography and fingerprinting.
    • Ability to learn proper law enforcement principles, procedures and practices.
    • Skill in the use of law enforcement vehicles, firearms, breathalyzer, typewriter, related  law enforcement equipment principles and practices of self-defense. 
    • Ability to remain calm in stressful situations and to apply logical thinking in determining  a proper course of action in a minimum of time. 
    • Ability to follow written and verbal instructions and to maintain confidentiality.
    • Ability to perform a high level of sustained physical activity. 
    • Ability to communicate clearly and concisely verbally and in writing. 
    • Ability to establish and maintain effective working relationships and to interact  effectively with superiors, co-workers, prisoners, and the public. 

    Experience & Training: 

    Any combination of experience and training equivalent to graduation from high school or GED;  one year of experience involving public contact is preferred. 

    Special Requirements:

    Must be certified as a law enforcement officer by the State within one (1) year of appointment;  must possess or be able to obtain a valid driver's license.
