    The Kansas Commission on Peace Officers' Standards & Training (KSCPOST) seeks to fill a part-time investigator position located in Wichita, KS. The Kansas Commission on Peace Officers’ Standards and Training (KSCPOST) is committed to providing the citizens of Kansas with qualified, trained, ethical, competent, and professional peace officers.  It is also dedicated to adopting and enforcing professional standards for certification of peace officers to promote public safety and preserve public trust and confidence. One method the Commission utilizes to meet our statutory obligations to the citizens and law enforcement community is to review and take disciplinary action against the certifications of officers who violate the Kansas Law Enforcement Training Act (KLETA) – K.S.A. 74-5601 et seq. and related Kansas Administrative Regulations (KARs). KSCPOST investigators conduct thorough, independent and complex investigations into alleged violations of the KLETA and present the results of these investigations to the Commission for review and possible disciplinary action.

    PRIMARY DUTIES

    Conduct thorough, independent and complex investigations of alleged violations of the Kansas Law Enforcement Training Act (KLETA) – K.S.A. 74-5601 et seq. and related Kansas Administrative Regulations (KARs). Gathers documents and reports, conducts in-person and telephone interviews, gathers and preserves evidence, authors detailed and concise written reports for presentation of alleged violations to the Commission. Present testimony and evidence to the Commission during hearings and court proceedings. Assist with miscellaneous projects and provide internal agency advice, as needed. Performs other duties as assigned by the Executive Director

    ADDITIONAL DUTIES

Employees are required to follow any other job-related instructions and to perform any other job-related responsibilities as requested by the Executive Director.

    Salary:  $23.73 - $27.56 DOQ – NOT benefits eligible.

    Work Schedule: Flexible. Two days one week (Weds & Thurs) and Three the following week (Weds, Thurs, Fri), not to exceed 40 hours in a two week period

    Minimum Qualifications

    • Current certification as a Kansas law enforcement officer, or current/active certification in another State of the United States or as a Federal Law Enforcement Officer with ability to obtain Kansas law enforcement certification within three (3) months of date of hire.
    • A minimum of five (5) years of increasingly responsible experience as a full-time law enforcement officer.
    • A minimum of three (3) years of increasingly responsible experience conducting complex investigations.
    • Effective written and verbal communication skills as evidenced in the application materials and in-person interview(s).
    • A valid Kansas Driver’s License (minimal travel may be required).
    • Ability to establish, maintain and cultivate positive relationships with agency heads, Internal Affairs Units, Investigators and other criminal justice professionals.

    PREFERRED QUALIFICATIONS

    • Ten (10) or more years of increasingly responsible experience as a full-time law enforcement officer.
    • Five (5) or more years of increasingly responsible experience conducting complex investigations.
    • Documented experience conducting internal affair investigations.
    • Bachelor's Degree from an institution accredited by one of the six regional accreditation associations in the United States.
    • Successful completion of advanced executive training such as the FBI National Academy, Southern Police Institute or FBI-LEEDA Trilogy.

    We maintain a high degree of efficiency by offering our officers new, up-to-date equipment that is a must for getting the job done!  Each officer with the Norton Police Department has their own take-home patrol car.  Each patrol vehicle is outfitted with its own MDT unit (Mobile Data Terminal) specific to the officer. These in-car laptops make it easy for an officer to complete reports in the field, access the RMS reporting system, check for wants and warrants on subjects you may encounter, access the department’s server to review other reports, special patrols, check statutes, policies, etc. The MDT’s also allow for driver’s licenses and vehicle license plate inquiries through NCIC when necessary and prudent. Besides MDT’s, our well-maintained patrol vehicles are also fully equipped with AR-15 patrol rifles, newly added less lethal weaponry, stop sticks, etc.  We have also recently implemented an automated evidence custody system.   

    Norton is located in Norton County, Kansas. Our community borders Nebraska and we are the fourth county east of Colorado. The Prairie Dog State Park (Sebelius Reservoir) is located 4 miles west of Norton, offering great camping, boating and is one of the top fishing lakes in the state of Kansas! The area offers great hunting too!  South of Norton is one of the most highly maintained 9-hole golf courses in the area.  Norton also offers an exceptional school system. U.S. Highways 36 and 283 intersect in the middle of Norton, offering plenty of opportunity for drug interdiction. 

    The Norton Police Department is currently comprised of 7 officers: Chief of Police, Assistant Chief of Police, Sergeant/FTO and 4 patrol officers. Each officer is provided with a tailored outer carrier molle police ballistic vest purchased by the department and is issued a Class A uniform to be worn for court and special services.

    Shifts: Our officers enjoy 12-hour shifts that allow for every other Friday, Saturday, Sunday OFF regardless of seniority level.  All shifts primarily consist of two patrol officers.   

    Salary: The range for this position is $23.92-32.73/hour, depending on education and previous law enforcement experience and/or certifications. There is additional compensation through opportunities for overtime and shift differential as well.  Currently evaluating salary scale with the objective to increase pay.

    The City of Holton is the county seat for Jackson County, KS. with a population of over 3,300 residents.     The Anthony Police Department has an immediate opening for a full-time police officer position.  Our department is looking for a professional, motivated person with strong moral character, who has an interest in protecting and serving the residents of a small farming community which takes great pride in its small-town feel.  Applicants should possess a community-orienting, policing mindset and desire, and should possess excellent communication skills, both verbal and written.       

    The Anthony Police Department is offering a $1,500 sign on bonus. A new hire will receive $500 dollars when hired and $1,000 after 90 days.

    SALARY & BENEFITS

    Lateral transfer will get a $5,000.00 hiring bonus. $2,500 paid upon completion of Field Training program. $2,500 paid upon completion of 2-year anniversary of completing the Field Training program.  Take home vehicle up to 30 miles once probation is completed.

    Patrol officers pay scale is $24.50-36.00.

    The starting wage for this position is $24.50-$30.00 depending upon qualifications. With a $.50 raise after the probationary period. The city of Garnett offers an excellent benefit package including vacation, and sick leave, paid holidays, gym membership, medical. Dental, and vision insurance paid 100% by employer for employee and $450.00 a month for family, and KP&F retirement.

    A $3,500 housing bonus for living in the City Limits of Garnett. Paid yearly on anniversary of hire date. Must reside in the City Limits for a full year and provide proof of residence.

    Patrol officers work 12 hours shifts and have every other Friday through Sunday off regardless of seniority level.  There are opportunities for advancement including supervisory positions, investigative positions and slots on a multi-jurisdictional tactical team that covers six different counties.

    On-the-Job Training:  The City of Salina’s new Police Officer will attend the Kansas Law Enforcement Training Center (KLETC) which offers a comprehensive basic training program designed to equip new recruits with the foundational knowledge & skills essential for law enforcement duties. This program covers critical areas such as ethics, defensive tactics, firearms handling, emergency driving, & law enforcement operations, along with a substantial focus on community engagement & crisis management.

    Incorporating KLETC’s structured training, new officers in Salina are not only guided by highly experienced colleagues in real-world situations but also benefit from rigorous foundational learning. This training emphasizes handling investigations, conducting patrols, & ensuring compliance with public safety regulations, setting a strong base for a successful & enduring career. This environment fosters the refinement of judgment & enhancement of operational efficiency. Supported by experienced mentors & comprehensive foundational training, officers are well-prepared for substantial career growth within the Salina community.

    Duties:

    ·  Operates an automobile, motorcycle, bicycle or engages in foot patrol in an assigned area to prevent & discover the commission of crime & to enforce criminal & traffic laws & regulations.

    ·  Performs initial & follow-up investigations of crimes involving adults & juveniles; serves in stakeouts & surveillance; responds to radio & telephone dispatches & appears at scenes of disorder or crime.

    ·  Intervenes in private or public disputes to protect the public peace & maintain order; investigates complaints; interrogates persons whose actions are suspicious.

    ·  Uses basic negotiation & crisis intervention skills for handling hostage situations or high-risk warrant executions.

    ·  Uses forensic tools & methods to support the investigation of crime scenes beyond basic interrogations.

    ·  Employs reasonable & necessary force to subdue resisting individuals and/or accomplish a lawful police objective; effects arrests; transports prisoners; impounds & tags evidence; issues citations; gives warnings; serves warrants & subpoenas.

    ·  Uses crime analysis tools to predict, report, & develop strategies to reduce criminal activity in assigned areas.

    ·  Applies digital analysis skills for investigating technology-related crimes.

    ·  Utilizes proficiency with body-worn cameras & other recording systems for evidence collection & officer accountability.

    ·  Uses mobile data terminals & real-time crime center resources.

    ·  Operates a computer information terminal; may perform service desk duties; handles animal problems.

    ·  Assists fire department & ambulance personnel in rendering first aid; provides first aid, CPR & other emergency medical assistance; provides general assistance to the public; assists in hazardous material incidents.

    ·  Notes & reports traffic hazards; assists in controlling traffic at scenes of emergencies; directs traffic; issues citations for parking & moving violations; escorts parades & processions; gives directions & information.

    ·  Inspects establishments providing alcoholic beverages & entertainment; inspects to assure property protection.

    ·  Prepares reports of own activities & investigative & operational reports; prepares detailed reports of offenses, accidents, damages to property, arrests & seized property.

    ·  Appears, testifies & provides credible testimony in municipal, district & federal court.

    ·  Speaks before school & civic groups as required; conducts community outreach & educational programs to build public trust & awareness on safety issues.

    ·  Joins in neighborhood meetings or events to address community concerns & foster good police-community relations.

    ·  Participates in joint training exercises with local fire departments & other emergency services for coordinated response.

    ·  Participates in annual in-service training for updates on changes to city, state, or federal law impacting local enforcement.

    ·  Receives in-service certification in cultural competency, ethical policing, & de-escalation techniques.

    ·  Maintains physical fitness programs & access to mental health resources to support officer well-being.

    Education:

    • High school diploma or G.E.D.
    • Associate or bachelor's degree in criminology, social work, or related fields; one (1) year of college level coursework preferred.
    • Ability to obtain Kansas Police Officer certification within one (1) year from start date of employment.

    Experience:

    • One (1) year of work experience involving public contact such as security guard, customer service in de-escalating conflicts, social work, emergency medical technician, & protective services.
    • Multilingual capability or conversational Spanish is desired.

    Requirements:

    • Must be at least twenty-one (21) years of age at start date of employment.
    • Officers working in specialized positions must live within 40 minutes response time; no residency requirements for new Police Officers.
    • Must possess valid Kansas driver’s license.

    Qualifications Include:

    • United States citizen.
    • No felony conviction, domestic violence related conviction, or other serious misdemeanor convictions.
    • Successful candidates are prohibited from smoking or using tobacco products at any time, on or off the job.

    Work Type:

    • Heavy, exerting up to 100 lbs of force occasionally, and/or up to 50 lbs of force frequently, and/or up to 20 lbs of force constantly to move objects or persons.
    • Duties range from periods of physical inactivity to situations requiring extreme physical exertion.

    Selection Process Includes:

    • In-person Police Officer Selection Test held at the Salina Police Department.
    • Computer voice stress analysis examination.
    • Psychological evaluation.
    • Thorough background check.
    • Three (3) assessment interviews.
    • Physical examination & drug screen. 

    Machines, Tools, Equipment:

    • Breath analyzer, calculator, computer, fax machine, first aid equipment, handcuffs & bodyguard restraint device, handgun/shotgun/Taser/baton/ARWEN & other weapons as required, mobile video, motorcycle/bicycle, pager, portable radio, radar, telephone, & vehicles.

    Starting Pay DOQ:

    • $27.22-28.58/hr.
    • $56,618-59,446/yr.
    • Additional $1.50/hour paid for hours worked after 6:00 p.m. & before 6:00 a.m.

    Paid Time Off:

    • 48 hours of vacation available upon hire; additional 48 hours earned during the year (96 hours in first year).
    • ·96 hours of sick leave during first year.
