    The Colby Police Department is currently seeking applications for the position of Police Officer I or II. We are a growing community in Northwest Kansas along I70 and are looking for motivated individuals who want to serve the community. We are a 24 hour agency with at least two officers on per shift. 

    Duties would include patrol, response to calls for service, and criminal investigations. 

    Applicants must be a US Citizen, twenty-one (21) years of age, and meet the Department standards in the following categories: background investigation, written testing, interviews, psychological test, drug screening and physical agility testing. Other requirements include a valid Kansas Driver’s license, high school diploma or equivalent and residency requirements.

    • Ten years progressively responsible law enforcement experience in command of police operations with considerable  management experience; must be certified by Kansas Law Enforcement Training Commission. 

    Brief Description of Duties: 

    The Police Chief is responsible for directing and overseeing the activities and operations of the Police Department;  maintaining enforcement of applicable Federal, State and local laws and ordinances; coordinating assigned activities with  other City departments and outside agencies; participating in high level organizational decision making. The Police Chief  has internal control over police activities and personnel and exercises discretion in the administration of the department. 

    • Performs a variety of complex administrative, managerial, and professional duties in planning, coordinating,  and directing the activities of the Police Department. 
    • Provides effective leadership ensuring the functions within the Police Department are focused within an  environment that is conducive to recognizing the creative attributes of officers and civilians. 
    • Ensures that the department offers and maintains an effective and positive Community Oriented Policing  philosophy for the purpose of maintaining the highest possible credibility level within the area. • Manages and leads police department staff including administration, operations, and civilian  operations directly or indirectly. 
    • Develops, implements, monitors, and adjusts effective communication systems throughout the police department. • Plans, coordinate, manages and evaluates police department operations. 
    • Develops, administers and interprets policies and procedures for the Department. 
    • Ensures compliance with changing requirements in local, state and federal laws. 
    • Prepares, reviews and coordinates City Council agenda and work session items applicable to the Police  Department; attends City Council meetings and public hearings. 
    • Initiates internal investigations and directs corrective action. 
    • Prepares and presents the annual budget; prepares rational for additional budget and FTEs. • Ensures appropriate training, accreditation and certification of Department personnel. 
    • Prepares and submits periodic reports to the City Administrator regarding the Departments activities. • Attends conferences and meetings to keep abreast of current trends in the field, represents the City and  the Police Department in a variety of local, county, state, and other meetings. 
    • Cooperates with County, State, and Federal law enforcement of officers. 
    • Ensures laws and ordinances are enforced and public peace and safety is maintained.

    POSITION REQUIREMENTS

    Qualifications:

    • One year of experience in animal control or related field, required.

    • Knowledge of local laws and ordinances regarding animals and safety issues and animal control techniques.
    • Ability to operate animal control devices, communication equipment, and animal control weapons.

    • Must be able to provide reliable courtroom testimony.     POSITION SUMMARY

    Under the supervision of the Police Sergeant, the Police Officer protects and serves the citizens of Basehor.  This position provides citizen assistance, enforces all federal, state, and local laws, and performs patrol duties.  Making arrests, issuing traffic violations, and investigating crimes and accidents are primary responsibilities of this position.  This employee should possess good communication, and public relation skills.

    Operates law enforcement equipment including patrol vehicles, firearms, and communications

    Interviews witnesses, suspects, and victims; serves warrants, subpoenas, and other legal documents, testifies in court

    Maintains (cleans) department equipment and vehicles

    Conducts safety programs for the public

    Performs animal control duties in the absence of the animal control officer

    Provides security during various events

    Performs other duties as deemed necessary or assigned

    POSITION REQUIREMENTS

    Experience:  Full -time law enforcement experience is preferred.  Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment. KLETC training is required to be obtained, or previously certified officers will be accepted.

    Education: High School Diploma or Equivalent and certification from a recognized Kansas Law Enforcement Training Center are required.  An Associate Degree in Criminal Justice or related degree is preferred. Continuing education as required annually, and a valid Kansas Driver’s License is required.

    Technical Skills: A thorough knowledge of all federal, state, and local laws and ordinances, CPR and First Aid, law enforcement techniques, and mathematics is required.  This employee must be able to efficiently operate firearms, patrol vehicles, computers, two-way radios, radar equipment, breath analysis equipment, and other law enforcement equipment.  The ability to concentrate on tasks in the presence of distractions, to complete and check forms and documents, to understand and anticipate problems, and to read and interpret maps, manuals, legal documents, reports, and written instructions is required.  This employee should possess good public relation, oral and written communication skills.

    Problem Solving: Problem solving is a factor in this position.  This employee encounters problems with domestic violence, citizen complaints, traffic violations, and criminal investigations.

    Decision Making:  Decision making is a factor in this position.  This employee makes decisions about making arrests, investigating crimes and accidents, and performing daily duties in the safest and most efficient manner.

    Supervision:  This employee works under the supervision of the Sergeant.  This officer has no supervisory duties.  

    Financial Accountability:  This employee will make daily purchases related to operating a police vehicle while performing duties, such as gasoline.  This employee is responsible for safe operation of departmental equipment, however, does not participate in the annual budget process.

    Personal Relations:  Daily contact with the general public, co-workers, and supervisory personnel is expected.  Occasional contact with other city official, such as the Mayor, City Administrator and City Council.

    Working Conditions:  Adverse working conditions exist within this position.  Exposure to hazardous chemicals, explosives, heights, excessive noise, and all types of weather conditions is expected.  This employee is exposed to an element of risk to personal safety.  This employee is exposed to bloodborne pathogens while investigating crime scenes, seizing and preserving evidence, and assisting ambulance crews.  This position will occasionally come in contact with angry citizens.

    The Deputy Police Chief assists the Police Chief with planning, directing, managing, supervising and overseeing the activities and operations of the Police Department. Provides input and feedback on management issues including personnel, budgeting, long and short-term planning, technology and equipment, policies and procedures and community affairs. Work is performed with wide latitude for independent judgment subject to established policies and governing laws, rules, and regulations.

    This position provides highly responsible and complex administrative support to the Police Chief and functions as the Acting Police Chief in the absence of the Police Chief. 

    Minimum qualifications: Bachelor’s degree in Political Science, Criminology or equivalent field, Masters Degree in an appropriate field is preferred; at least ten (10) ten years of service as a sworn law enforcement officer including at least three years of administrative and supervisory experience beyond first line supervisor.; graduation from a law enforcement command school (e.g. FBI National Academy, SMIP or SPI) or similar credential preferred, or any equivalent combination of experience and training which provides the required, knowledge, skills and abilities. Requires possession of a valid driver’s license and a good driving record. Must be Kansas C-Post Certified or able to gain certification and able to maintain a proficiency in firearms as required C-Post standards. 

    Must successfully pass a polygraph exam, police background check, mental health screen, drug screen and physical exam prior to employment. Must possess mobility to work in a standard office setting: strength and mobility to operate a motor vehicle and take command at an incident or emergency scene: strength and stamina to lift and carry 25 pounds; vision to observe emergency scenes and investigation and to read printed material and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone/ and or radio.
