    The City of Haysville is a community of approximately 12,000 people located just south of Wichita, in South Central Kansas. We are currently seeking qualified applicants to fill the position of Police Officer. When fully staffed we have 26 sworn law enforcement officers, an Animal Control Officer and six Records Clerk staff on three shifts. We have multiple specialty assignments within the department including the Wichita DEA Task Force, K-9 Unit, Bike Patrol, School Resource Officer and Community Policing. We have an investigations Section staffed by a Lieutenant, a Detective Sergeant, a certified Forensic Analyst, and three detectives.

    TYPE: Full-Time

    Salary:

    Pay: $25.75 per hour

    MINIMUM QUALIFICATIONS:

    Officers who are Kansas Law Enforcement Training Center (KLETC) certified, or law enforcement certified in another state, are encouraged to apply. We will consider sending the right non-certified candidate to KLETC for training and certification if the opportunity presents itself. A high school diploma or GED is required. An Associate's or Bachelor's Degree is preferred. Employment is contingent upon passing an initial interview with a member of the command staff, oral board interview, polygraph exam, extensive background investigation, physical, drug and alcohol screen, and psychological testing. You must be at least 21 years of age at time of hire.

    Haysville PD Disqualification List:

    The starting wage is $25.75 per hour. After six months of employment and the successful completion of your KLETC training and certification, as well as successful completion of the Field Training program, you will receive a step increase to $26.52. During the Haysville Police Department application process, your background will be closely examined. Review the following background disqualifiers.     Automatic Disqualifiers:

    Items listed below will automatically disqualify you from the application process and from being hired by the Haysville Police Department. The list below is not intended to be all-inclusive. The HPD reserves the right to disqualify applicants for the inappropriate acts as deemed appropriate based on the totality of circumstances.

    *Self-reporting of automatic disqualifiers during the polygraph examination shall be cause for disqualification, and the applicant will not proceed in the hiring process. Other areas of concern listed in Potential Disqualifiers will be cause for further investigation during the background investigation.

    • Less than 21 years of age at the time of hire (commissioned)
    • Less than 18 years of age at the time of hire (non-commissioned/civilian)
    • Have any offensive tattoo or scarification or brand, regardless of location of body
    • Convicted or expungement for/of any crime punishable by imprisonment in a federal or state prison whether committed as a juvenile or adult
    • Any arrest or conviction as an adult for incest, indecent liberties, child molestation or any other sexual crime
    • Arrested or convicted of sale, distribution, manufacture, accessory to sale or distribution, of any controlled substance or illegal drugs
    • After the age of 18, ever used, bought or possessed Heroin, Methamphetamine, PCP, LSD and Crack Cocaine

    • After the age of 18, any act involving the making, viewing, possessing, marketing, or distribution of child pornography in any form
    • Any misdemeanor conviction for/or expungement of domestic violence or an arrest pattern of related offense (commissioned)
    • Driver's license not valid; currently suspended or revoked
    • Military service has been rendered, and your DD214 reflects a separation code of a Dishonorable Discharge, Bad Conduct Discharge or a Dismissal Discharge
    • Ever been or are now, a member of any group which advocates the unlawful denial of civil rights to any person or group
    • Cannot satisfy all requirements set forth in Kansas Statute 74-5605(b)
    • Any substantial findings of dishonesty while serving as a current or previous law enforcement officer which give rise to Brady/Giglio concerns (commissioned)

    Potential Disqualifiers:

    Items listed below are not automatic disqualifiers. They are areas of concern and will be evaluated by the Chief of Police or his designee and decisions will be made on a case-by-case basis

    • A single conviction, diversion or expungement of D.U.I. within the last three (3) years (commissioned)
    • Suspended or revoked Driver's license within the past 2 years (commissioned)
    • Convicted of, pled guilty or no contest to, or received diversion for serious traffic violations within the past 3 years of date of application. Serious traffic violations to include, but not limited to vehicular homicide, habitual violator, reckless driving, hit and run and eluding a police officer
    • Used anabolic steroids in the past 2 years other than prescribed by a physician
    • Used marijuana, THC vape products, THC edibles or synthetic marijuana whether or not in a jurisdiction where such act is legal within the past two (2) years beyond experimentation, youthful indiscretion, or cultural norm, ie; high school, college, etc
    • Used cocaine, ecstasy, hashish, mushrooms, unauthorized narcotic prescription drugs, etc. within the past three (3) years
    • Arrested, convicted or engaged in the act of hiring a prostitute to engage in sexual intercourse, sodomy or any unlawful sexual act committed whether or not in a jurisdiction where such act is legal, within the past 3 years
    • Have any tattoo, scarification or brand on the head, face or neck. Tattoos on hands will be evaluated on a case-by-case basis

    Definitions:

    The following definitions apply:

    Tattoo - the act or practice of marking the skin with indelible designs, forms, figures, art, etc, by making punctures in the skin and inserting pigment.

    Scarification - the act of intentional cutting of the skin for the purpose of creating a design, form, figure, or art

    Branding - the act of intentional burning of the skin for the purpose of creating a design, form, figure, or art

    Offensive tattoos, scarifications or brands include but are not limited to:

    • Depictions of nudity or violence
    • Sexually explicit or vulgar art, works, phrases or profane language
    • Symbols likely to incite a strong reaction in the workplace, i.e. Swastikas, or similar symbols
    • Initials, acronyms, or numbers that represent criminal or historically oppressive organizations, i.e. AB, KKK, SS, 88, BGF, 666 or any street gang names, numbers, and/or symbols

    Cultural Norm - The term "culture" refers to attitudes and patterns of behavior in a given group. "Norm" refers to attitudes and behaviors that are considered normal, typical or average within that group.

    Youthful Indiscretion - The term generally is used to describe something done with lack of good judgment or careful thought when under the age of 21

    POLICE OFFICER POSITION SUMMARY

    Under the supervision of police supervisors, the Police Officer is a non-exempt position under FLSA which protects and serves the citizens of Haysville. Provides citizen assistance, enforces all federal, state and local criminal laws, and performs patrol duties. Making arrests, issuing traffic violations and investigating crimes and accidents are the primary responsibilities of this position. Required to reside within a 30-mile response time to the Haysville Police Department. Must maintain absolute confidentiality of information, data and records obtained through or because of employment with the City.

    ESSENTIAL FUNCTIONS

    • Enforces all federal, state, and local criminal laws and ordinances. Protects the life and property of the citizens of Haysville; Makes arrest and issues traffic citations; Performs routine patrol duties and prepares reports and files; Investigates crimes and accidents and gathers evidence; Provides citizen assistance and assists ambulance crews; Responds to emergency situations; Operates law enforcement equipment including patrol vehicles, firearms and communications equipment; Performs building security checks; Interviews witnesses, suspects and victims; Maintains department equipment; Serves warrants, subpoenas, and other legal documents; Testifies in court; Conducts safety programs for the public; Performs traffic control duties; Follows department policies and procedures; Follows safety procedures and practices.

    MARGINAL FUNCTIONS

    • Provides security during various events; Assists other law enforcement agencies; Assists other city department; Serves as a field officer; Performs other duties as deemed necessary

    OFFICER POSITION REQUIREMENTS

    Experience: A minimum of 12 months of law enforcement experience is preferred. The right non-certified candidate would be considered for KLETC training. Expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.

    Education: A high school diploma or GED is required. Requires certification from the Kansas Law Enforcement Training Center. Must possess a valid Kansas Driver's License required (or obtain within 30 days of employment). Must obtain necessary training as required by state standards to maintain certification.

    Technical Skills: Thorough knowledge of all federal, state and local criminal laws and ordinances, CPR, law enforcement techniques, and mathematics is required. Must efficiently operate firearms, patrol vehicles, computers, two-way radios, radar equipment, breath analysis equipment, and other law enforcement equipment. Must concentrate on tasks in the presence of distractions, complete and check forms and documents, understand and anticipate problems, read and interpret maps, manuals, legal documents, reports, and written instructions. Should possess excellent public relations skills, and oral and written communication skills in English. Ability to train personnel. Must maintain absolute confidentiality of information, data and records obtained through or because of employment with the City.

    Problem Solving: Frequent independent problem solving. Encounters problems with domestic violence, citizen complaints, traffic violations, and criminal investigations.

    Decision Making: Frequent independent decision making. Makes decisions about using force, including deadly force, making arrests, investigating crimes and accidents, and performing daily duties in the safest and most efficient manner. Decisions are often made in volatile situations.

    Supervision: Works under the direction of a police supervisor, but does not have supervisory responsibilities over subordinate personnel.

    Financial Accountability: Responsible for the safe operation of department equipment and is required to be bonded. Does not participate in the annual budget process.

    Personal Relations: Frequent contact with the general public, co-workers, and supervisory personnel. Very limited contact with the Governing Body.

    Working Conditions: Works in conditions that include exposure to hazardous material, explosives, radiation, heights, excessive noise and adverse weather conditions. Deals with the general public including those who are combative, excited, injured, upset or angry. Contains an element of risk of personal injury. Exposed to blood-borne pathogens while investigating crime scenes, seizing and preserving evidence and assisting ambulance crews. Works shifts and holidays, subject to call-backs / call-ins.

    Physical Requirements: Required to sit and talk or hear. Occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, controls or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.     Under the general supervision of the Police Records Supervisor, the POLICE RECORDS TECHNICIAN is a non-exempt position under FLSA which performs communication and records duties for the City of Haysville. Answers incoming telephone calls, obtains necessary information, provides information in support of police and other city personnel, and maintains department records. Must maintain absolute confidentiality of information, data and records obtained through or because of employment with the City. Must be able to work any shift. Regular attendance is required.

    ESSENTIAL FUNCTIONS

    • Answers incoming non-emergency calls and contacts appropriate personnel;
    • Maintains department records, logs, and files;
    • Prepares and mails NCIC validation letters;
    • Performs computer and data entry duties;
    • Transcribes criminal tape recordings;
    • Disseminates records;
    • Monitors severe weather conditions, disseminates weather watches, warnings and notifies appropriate personnel;
    • Monitors Police Department and Haysville Public Works radios;
    • Monitors City camera system for nefarious activity;
    • Answers after hours, holiday and weekend calls for water, sewer and street departments and contacts appropriate personnel;
    • Fields questions, concerns, and complaints from the general public;
    • Perform Court Clerk duties as required;
    • Handles money received for dog impounds, insurance companies, and attorneys for report copies;
    • Operates NCIC / CJIS Systems;
    • Performs clerical duties including typing, filing, and photocopying;

    Education: A high school diploma, certified transcript, or GED is required. Must possess National Crime Information Center Full Access certification (or obtain within 6 months of employment). Must possess Notary Public certification (or obtain within 6 months of employment).

    Technical Skills: Working knowledge of local geography, computers, office procedures, department policies, and mathematics is required. Must operate computers, telephones, two-way radios, and other department equipment, and must know department codes, signals and acronyms. Must understand and anticipate problems, type with speed and accuracy, prepare reports, follow department policies and procedures, read and interpret written instructions, maps, reports, department logs, and instructional materials. Should remain calm in a crisis situation and possess excellent public relation and organizational skills, and oral and written communication skills in English. May be required to work shifts outside of normal working hours and sometimes holidays as scheduled. Subject to call-back/call-in.

    Physical Requirements: Frequently required to sit and talk or hear, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.     ESSENTIAL FUNCTIONS:

    60% Protection of Life and Property

    • Enforce state laws and city ordinances.
    • Patrol the community routinely and conduct traffic enforcement to ensure a safe and secure community.
    • Engage in citizen contact situations such as business checks, assisting stranded motorists, suspicious person contacts, crime prevention sharing with civic organizations or homeowners, and any action in furtherance of the community policing philosophy of the department.
    • Provide basic response to crime scenes including identification, preservation, and collection of evidence.
    • Provide advanced processing of non-critical crime scene as assigned by the on-duty Watch Commander. (Police Officer 2 & 3)
    • Conduct thorough criminal and traffic investigations.
    • Apprehend violators in a reasonable and lawful manner following established laws, policies and regulations. Transport detainees to appropriate facilities.
    • Assist citizens with situations that involve crime, traffic concerns, quality of life issues or any situation that requires a police response.
    • Answer citizen complaints, investigate suspicious conditions, and take necessary action, including preparing necessary police reports.
    • Alert citizens of hazardous and dangerous conditions. Direct traffic when needed.

    30% Administrative Duties 

    • Conduct crime prevention surveys and other activities.
    • Complete all necessary official forms and reports.

    • Maintain cleanliness, organization, and readiness of assigned work area and equipment (booking desk, gun cleaning station, report writing, locker room, etc.). (Police Officer 2)

    10% Training Participation 

    • Attend training and seminars to maintain proficiency and certifications.
    • Actively participate in training and drill sessions, tests, and evaluations.
    • Act as a liaison with homeowners’ associations and neighborhood watch programs, attending meetings and events as requested. (Police Officer 2)
    • Plan and present law enforcement/public safety-related training classes in areas of expertise. (Police Officer 2 & 3)

    Continually looks for new and improved ways of completing the above functions.  Other tasks as assigned will be performed in order to address business needs.

    POSITION REQUIREMENTS:

    Latitude:  Most duties are assigned and then the employee arranges tasks in order to complete duties.  Problem-solving and decision-making involving the protection of life and property is accomplished independently most of the time. Regular and reliable attendance at work is required.

    Interaction:  Frequent interaction with employees throughout the organization, prosecutors, and the general public.  Occasional interaction with outside agencies including municipal, county, state, and federal agencies.

    Qualifications:

    • High School Diploma or equivalent, required.
    • Some college, preferred.
    • Must have satisfied all requirements as set forth in K.S.A. 74-5605 “Qualifications of Applicant (Police Officer) for Training Course Requirements.”
    • Must complete 40 hours of continuing education training annually, as required.
    • One year of law enforcement experience, preferred.
    • Valid Kansas driver’s license and driving record must meet commercial liability insurance requirements.

    Knowledge, Skills, and Abilities:

    • Knowledge of law enforcement techniques and procedures.
    • Knowledge of all federal, state, and local ordinances governing police activities.
    • Skill in using logic and reasoning to identify issues and ability to make decisions in a timely manner.
    • Ability to apply intermediate level mathematics skills.
    • Ability to operate firearms, patrol vehicles, mobile/portable/base radios, crime scene processing equipment, and all other police related equipment.
    • Ability to operate office-related equipment, including ability to access, input, and retrieve information from various computer software programs.

    • Must be able to provide reliable courtroom testimony.     Physical Requirements/Environmental Conditions:  Must have the ability to pass and maintain all physical requirements and activities of the law enforcement training center.  Occasional bending, stooping, kneeling, squatting, twisting, and lifting of 50 pounds required.  Must maintain ability to apprehend and take persons into custody.  Exposure to adverse weather conditions, dangerous, and hazardous situations is required.   Must be able to work all shifts and any day of the week.

    • Any crime of dishonesty
    • As an adult, been convicted of two or more crimes of violence or use of physical force or threat thereof

    Under the supervision of the Mayor, the chief of police plans and directs the activities of the Police Department. This employee is responsible for the enforcement of laws and ordinances and the protection of life and property in Lyons. The chief of police holds an important administrative post involving immediate responsibility for the development and administration of a complete program of public law enforcement. This position has internal control in the administration of the department and responsibility for the supervision and evaluation of all department personnel. The chief of police will perform patrolling duties as required.  This is an exempt position. 

    ESSENTIAL FUNCTIONS:

    • Responsible for serving and protecting the public through the enforcement of all federal, state and local laws and ordinances;

    • Plans, directs, inspects, evaluates and exercises general supervision over the personnel of the entire department;

    Thorough knowledge of law enforcement techniques and procedures, budget preparation and personnel management. Thorough knowledge of all federal, state and local laws and ordinances governing police activities. Ability to operate communications equipment, emergency vehicles and equipment, and other related equipment. Requires a valid Kansas driver’s license.  Maintain proficiency in firearms.

    PROBLEM SOLVING:  

    Frequent problem solving exists in this position. Problems involve handling employee and citizen concerns and complaints and scheduling duty roster and training of personnel.

    DECISION MAKING:  

    Frequent decision-making exists in this position. Decisions include determining whether or not to arrest a suspect, as well as, split-minute decisions during crisis situations. Determining probable cause and insuring the rights of suspects are protected.

    ACCOUNTABILITY:  

    Employee is responsible for the budgetary control of the department throughout the year and participates in the annual departmental budgetary process.  All officers are accountable for their specific actions while on and off duty.

    SUPERVISION:  

    Limited supervision is provided by the City Administrator, and job related decisions are reviewed through contact with the City Administrator, Mayor, and City Council.  Employee has supervisory and evaluation responsibilities over subordinate personnel.  Employee must have the ability to express or exchange ideas by means of verbal communication and in conveying detailed or important verbal instructions to other workers and the general public.

    PERSONAL RELATIONS:  

    Continual contact with the other City departments and the general public.

    WORKING CONDITIONS:  

    Adverse working conditions exist relating to public law enforcement. Hazardous, strenuous and dangerous situations may arise in the apprehension of alleged criminals, interviewing suspects and/or victims under extreme conditions. Adverse weather conditions when patrolling is a factor in this position.
