The City of Halstead is accepting applications for the position of Deputy Chief. Under the supervision of the Chief of Police, the Deputy Chief is a non-exempt position under FLSA which protects and serves the citizens of Halstead. This position provides citizen assistance, enforces all federal, state, and local laws, and performs patrol duties. Making arrests, issuing traffic violations, and investigating crimes and accidents are the primary responsibilities of this position. The Deputy Chief assumes the duties of the Chief of Police in his/her absence. This employee should possess excellent supervisory, organizational, communication, and public relations skills.
ESSENTIAL FUNCTIONS

Enforces all federal, state, and local laws and ordinances;

Supervision of the FTO program and new employees

Prepares monthly work schedule

Serves as the agency TAC

Serves as the agency evidence technician for all in-car and body camera systems

Assists in the development and implementation of new programs

Assists in the development and implementation of department policies and procedures
-
Protects the life and property of the citizens of Halstead;
-
Makes arrests, and issues traffic citations;
-
Performs routine patrol duties and prepares reports and files;
-
Investigates crimes and accidents, and gathers evidence;
-
Provides citizen assistance, and assists ambulance crews as needed;
-
Responds to emergency situations, and performs CPR or First Aid;

Assists with rape crisis and juvenile matters;
-
Operates law enforcement equipment, including patrol vehicles, firearms, and communications equipment;

Interview witnesses, suspects, and victims;
-
Maintains department equipment;
-
Serves warrants, subpoenas, and other legal documents;
-
Testifies in court;
-
Assists other law enforcement agencies;
-
Follows department and city policies and procedures;
-
Performs supervisory duties as assigned.
MARGINAL FUNCTIONS

Assists other patrol units;

Assists with severe weather watch;

Provides educational and informational programming;

Serves as escort for funeral processions;

Participates in parades;

Performs drug investigations;

Provides specialized training;

Performs other duties as deemed necessary or assigned.
DEPUTY CHIEF
POSITION REQUIREMENTS
Experience: Eight or more years of law enforcement experience is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months to one year of employment.
Education: A high school diploma or GED is required. This position requires graduation from the Kansas Law Enforcement Training Center, 40 hours of continuing education annually, first aid/CPR certification, firearms certification, and a valid Kansas Driver’s License.
Technical Skills: A thorough knowledge of all federal, state, and local laws and ordinances, CPR and First Aid, law enforcement techniques, and mathematics is required. This employee must be able to efficiently operate firearms, patrol vehicles, computers, two-way radios, radar equipment, breath analysis equipment, and other law enforcement equipment. The ability to concentrate on tasks in the presence of distractions, to complete and check forms and documents, to understand and anticipate problems, and to read and interpret maps, manuals, legal documents, reports, and written instructions is required. This employee should possess excellent supervisory, public relations, oral, and written communication skills.
Problem Solving: Independent problem-solving is involved in this position. This employee encounters problems with domestic violence, citizen complaints, traffic violations, and criminal investigations.
Decision Making: Independent decision-making is involved in this position. This employee makes decisions about making arrests, investigating crimes and accidents, and performing daily duties in the safest and most efficient manner.
Supervision: This employee works with limited supervision from the Chief of Police, exercises supervision over the field training officer program and new employee development, and exercises occasional supervision over subordinate personnel.
Financial Accountability: This employee is responsible for the safe operation of department equipment. This employee does have limited authority to purchase necessary department supplies. This employee does not participate in the annual budget process.
Personal Relations: Daily contact with the general public, subordinate personnel, co-workers, and supervisory personnel is expected.
Working Conditions: Adverse working conditions exist within this position. Exposure to hazardous chemicals, explosives, heights, asbestos, radiation, excessive noise, and adverse weather conditions may be encountered. This position contains an element of risk to personal safety while performing the day-to-day duties. This employee is exposed to bloodborne pathogens while investigating crime scenes, seizing and preserving evidence, and assisting ambulance crews.
Physical Requirements: The ability to pass and maintain all physical activities and requirements of the Kansas Law Enforcement Training Center is required. Must be 21 years of age.

Must not have committed, been convicted of, had a conviction expunged for or been placed on diversion by any state or federal agency for a felony crime. No felony or domestic violence convictions, and no other convictions that would violate the Kansas Law Enforcement Training Act. Applicants with Brady/Giglio issues will not be considered.
